This research aims three kinds: i) to investigate the opinions of staffs and people towards administration according to good governance of the Phrae municipality; ii) to compare the opinions between staffs and people towards administration according to good governance of the Phrae municipality; and iii) to study the problems and guidelines for the development of administration in accordance with good governance of Phare Municipality. The sample includes 201 staffs of PhareMunicipality and 377 people within the area of PhareMunicipality, being drawn by Cluster sampling technique. The tool used to collect data was questionnaire. The statistics used were frequency, percentage, mean and standard deviation. The hypotheses were tested by
t-test and one-way analysis of variance (ANOVA)
The findings of this research were concluded as follows:
1. Most of respondents was female, representing 55.2 per cent, aged 51-60 years representing 39.3 percent. The majority of them completed graduate bachelor degree education, representing 55.2 percent, holding position in Education Division, 36.8 per cent. They obtained 16-20 years working experiences, representing 23.9 percent and were married, 65.2 per cent.
2. The overall opinions of staffs and people towards administration according to good governance of the Phrae municipality was found at the medium level. When considering into each aspect of good governance, it was also ranked at the medium levels in all aspects.
3. With regard to the comparison of the opinions between staffs and people towards administration according to good governance of the Phrae municipality, it was found that there was statistical significant difference of the overall opinions between staffs and people towards administration according to good governance of the Phrae municipality at 0.05 level. When considering into each aspect, it was noted that responsibility one was not found significant difference, the moral principle and transparency were found statistical significant at 0.05 level, whereas, the rule of law, the principles involved and the principle of cost-effective found statistically significant difference at the 0.01 level.
4. Regarding to the problems and guideline for the development of of administration in accordance with good governance of Phare Municipality, the study indicated that most personnel respondents had comments on the problems of good governance principles of Phrae Municipality were responded about the administrators and its management team more that of organization and had different opinions in all six aspects of good governance. But there were some personnel and people expressed their comments that the administrators were not neutral in command, evaluation of performance, support subordinates getting promoted including not to hear the opinions of subordinates, office equipment not enough to work, the staffing function is not suitable or to provided complicated work causing delays and faults easily.
