The objectives of the research are: 1) to study the western theory which is important for human resource development, 2) to study the human resource development by Buddha’s method and 3) to study role and applying the western theory and Buddha’s method for the human resource development of Phra Ratpanyawethi (Rit Rittawethi). The research is the quality research collecting data from Tipitaka, reference books, academic documents, research including 2 copies of structured interview form. one of interview Phra Ratpanyawethi and the other for the people who concern. Analyzing data used content analysis technique and researcher’s observation.
The results of the research were:
1. There were three theories which are important for human resource development: Economic Theory, System Theory and Psychological Theory. The three theories are important because they can increases the ability, efficiency and stability of organization. And these are the process which can apply to develop human resources to be the efficient personnal who can make the products and the success to the organization finally. For the development, the organization have to use three activities at the same time, these are training, education and development.
2. The Buddha had Sikkhattaya (the threefold training) as the principle of the human resource development. He found that the human could be trained and humans are the center of all training. Buddha’s training principles are :
1) Adhisilasikkha is for training to have good conduct of physical, verbal and occupation. It is the training of behavior by using Sila as an instrument for the original of education and human development process.
2) Adhicittasikkha is for training the quality and ability of mental by using Samadhi in training mental to have the development of goodness, stable mind, mental control and to have concentration of mind (Samadhi).
3) Adhipannasikkha is for training in higher wisdom, to know the truth, to have freedom of mind, to have insight until ultimate reality.
3. The roles in the human resource development of Phra Ratpanyawethi can be synthesized into 6 principles of administration as follow: government, religious education, assistant education, expansion, public facilities and public assistance. His dominant principles are having wide idea and self-motivation of development. Each conduct of his work can help in developing personnel in the social, including he has the form of work performance which can be applied to suit the western theory and Buddha’s method. Moreover, he administers the organization with open-system and try to build the organization of learning.
