The purposes of this research were; 1) to study the guideline of job administration and the Sanghahavatthu 4 in Buddhism 2) to study the job administration of the personnel in the General Affair in Kindergarten Schools in Maung District, Nongkhai Province and 3) to study the guideline of application of Sanghahavatthu 4 of the personnel of General Affair in the Kindergarten Schools in Maung District, Nongkhai Province. This research was the qualitative research by analyzing the data from Tipitaka, Buddhist academic documents, related researches and the data from the interviews and then the results of the research were reported in the method of descriptive analysis.
The results of the research were found that the job administration of General Affair was the first job to bring the documents in the organization and to send out from the organization. If the organization had the expert personnel in the General Affair as well, the roles and duties of the General Affair would enhance the chain of work like the middle man who operated the work to run conveniently such as to give service, to communicate with others and to manage in order to be convenient for the organization.
Sanghahavatthu 4 is the principle of virtue that is the person’s trust and to associate the masses of the people in the unity, to count on the people’s mind, to result in the respect, affection, homage to each other. It is like a vehicle to lead people to happiness as they acquire and the point to hold the mind from the families to the society.
The guidelines for application of Sanghahavatthu 4 of the personnel in the section of General Affair in the Kindergarten Schools in Maung District, Nongkhai Province are; 1) is to render assistance with giving, charity or benevolent to chair their own things for the benefits of others, not to be stringy, selfishness, so they should have charity and the wide mind and know how to sacrifice and to be generous and to sympathize the others 2) , that is, to use kindly speech, namely to speak with sweet words, not to use harsh words, offensive speech in the advantage and to speak in the appropriate time and 3) in brief, that is, to create the idealism, various assistances or to practice the advantages to others. So for the personnel administration, the institutional administrators should practice themselves as the sample in observing the regulation and to give the quality to the superiors and to be proud to assist the subjects when they have the problem and to sympathy not to remain silent and 4) , that is, to be equal treatment or participating and behaving oneself properly in all circumstances. So in personnel administration, individuals should behave properly in all circumstances with all people and are able to live with the others with happiness and appropriation in accordance with time and space by behaving persistently and giving the occasion to the subjects to participate in laying out various plans, offering the opinions, listening to and paying attention to self-development.
