The objectives of the research were: 1) to study the state of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5, 2) to make the model of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5, and 3) to evaluate the model of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5.
This research applied the Descriptive Research with the Qualitative Research and the Quantitative Research. The research was divided into 3 steps: the 1st step was to study the state of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5 from 21 Key Informants by using the Semi-structured Interview and the content analysis. The 2nd step was to make the model of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5 from 9 experts by Focus Group Discussion and the content analysis., Moreover, the 3rd step was to evaluate the model of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5 from 30 school administrators in the Secondary Educational Service Area Office 5 by using the evaluation form. The statistics used Mean and Standard Deviation.
Results of the research
1. The state of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5 found that: 1) the academic administration was the curriculum development, the learning process development, the development of innovation and media technology, the supervision, the educational guidance, and the development of Internal Quality Assurance System, 2) the personnel administration was the personnel recruitment, the orientation, the training, the evaluation, the motivation, and the welfare and guarantee in working, 3) the budget administration was the budgeting and budget proposal, the budget allocation, the monitoring and evaluation, and the expense report, and 4) the general administration was the general affairs, the secretarial work, the development of information technology network system, the network coordination, the educational technology, the academic promotion and support, the building and environmental management, and the public relations.
2. The model of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5 found that 1) the academic administration was the curriculum development, the training workshops for the learning process development, the promotion on the regulations and measurement and evaluation manuals, the supporting in the application of innovation and media technology for the teaching and learning, 2) the personnel administration was the manpower planning, the promotion on the plan or policy for the government teachers and personnel in the schools, and the training in discipline, morality and ethics, professional standards and code of conduct, 3) the budget administration was making the plan and expense manual, the development of monitoring and expense report system, planning and providing the parcel post in the demand of the schools, and the promotion on making the budget report, and 4) the general administration was making the plan and the manual on the general affairs, the promotion on the development of the public relations, the promotion on the development of the buildings and environment, the promotion on the health nursing, and the promotion on the service and community relations in the plan and manual.
3. Overall, the evaluation of the model of the administration based on the principle of Threefold Training of the school administrators in the Secondary Educational Service Area Office 5 in 4 aspects: 1) the accuracy of the model was at high level, 2) the suitability of the model was at high level, 3) the possibility of the model was at high level, and 4) the advantage of the model was at high level.
