A Guideline of Personnel Administration Based on Brahmavihara for Secondary School Administrators In Lamam District, Sekong Province, Lao People’s Democratic Republic

Abstract

The objectives of this research were to study the state of personnel administration of secondary school administrators, to study principles and methods of personnel administration based on Brahmavihāra for secondary school administrators, and to propose a guideline of personnel administration based on Brahmavihāra for secondary school administrators in Lamam District, Sekong Province, Lao People’s Democratic Republic. The data were collected by questionnaires from 150 teachers and school administrators, and then analyzed by percentage, mean, standard deviation.

The result of the study found that:

1. The opinion towards personnel administration based on Brahmavihāra Dhamma for secondary school administrators in Lamam District, Sekong Province, Lao People’s Democratic Republic was at a high level totally and in aspects. The highest level was on personnel planning, followed by personnel recruiting, personnel developing, and personnel performance evaluating respectively.

2. A guideline of personnel administration based on Brahmavihāra Dhamma was as follows;

1) In personnel planning, a number of personnel were recruited to cover the positions and the existing personnel were assigned to work in full capability.

2) In personnel recruiting, personnel with relevant qualifications were recruited and they had a chance to develop themselves equally.

3) In personnel developing, school staffs were allowed to participate and voice in school recruitment system.

4) In personnel performance evaluating, school staffs participated and took part in work performance monitoring and evaluating.

3. The proposed guideline of personnel administration based on Brahmavihāra Dhamma for secondary school administrators was to apply the principles of Brahmavihāra Dhamma in planning, recruiting, developing, and evaluating personnel’s performance in order that the personnel could work in full capability, have morale in work, and create advantages to their schools.
