Objectives of this research were to: 1. study the flood problems of local administrative Organizations of Singhburi Province, 2. compare the flood problems administration of Local Administrative Organizations in Singburi Province and 3. study guidelines for the flood problems administration of Local Administrative Organizations in Singburi Province.

Methodology was the mixed methods: The quantitative research collected data with questionnaires with the validity value at 0.962 from 380 sample derived from 7,422 people 3 districts, analyzed data with frequency, percentile, mean, standard deviation, t-test and F-test, One way analysis of variance, ANOVA, testing hypothesis and paired variables with least significant difference, LSD. The qualitative research collected data from 12 key informants by in-depth-interview and analyzed data by descriptive interpretation.

Findings of this research were as follows:

1. People had opinions on the flood problems administration of Local Administrative Organizations in Singburi Province at high level (  = 3.72), Each aspects were also at high levels as: 1) Relief operation was at high level (  = 3.77), preparation was at (  = 3.63), Disaster tolerance was at (  = 3.73), Rehabilitation was at
(  = 3.76).  

2. Comparison of people’s opinions on the flood problem administration of Local Administrative Organizations in Singburi Province classified by personal data indicated that people with different occupations and monthly income had different opinions at the statistically significant level at 0.05, accepting the set hypothesis. People with different gender, age and educational level did not have different opinions on the flood problem administration of Local Administrative Organizations in Singburi Province, rejecting he set hypothesis.

3. The guidelines for the flood problem administration of Local Administrative Organization were as follows: 1) Relief aspect; flood problem at lower basin, additional dams should be built at upper basins. There must be permanent flood preventing dams for the Province, at Singburi municality and at 3 District municipalities ( Intaburi, Pakbang, and Bang Namchiew), 2) Preparation aspect; there should rebuild the natural ponds, reservoirs at the areas, by improving canals, ditches and drainage ditches and there should be large reservoirs in the Provinces, 3) Disaster tolerance; there should be communication networking between flood victims and officers, supporting people and Local Administrative Organizations to solve flood problems and flood volunteers should be recuited, 4)  Rehabilitation aspect; after the flood relief fund should be calculated on the basis of real value. People have to abide by terules and regulations resulting the problem reduction. There also should open opportunities for agencies, private firms, or those involving water management to manage the water for more efficiency.
