Objectives of this research were to: 1. Study The Promotion of Vinaya dhikara Monks in Chaiyaphum Province. 2. Compare promotion of Vinayadhikara Monks in Chaiyapum Province, classified by personal data and 3. Study problems, obstacles and recommendation for promotion of Vinayadhikara Monks in Chaiyapum Province.
Methodology was the mixed methods: The quantitative method colled data from 284 samples who were monks in Chaiyapum Province with questionnaires with the reliability value at 0.875, analyze data by social research program with frequency, percentile, mean, standard deviaition (SD), hypothesis test by F-test, one way ANOVA and test of paired variables with Least Significant Different, LSD. The qualitative research collected data from 8 key informants, purposefully selected from experts with in-depth-interview script by face-to-face in-depth-interviewing, analyzed data by descriptive interpretation.
Findings were as follows:
1. Monks had opinions of promotion of Vinayadhikara Monks in Chaiyapum Province, by overall at high level ( =3.41) Opinions on each aspects, from high to low, were also at high levels as; Inspection and instruction for new monks who come to monasteries were at high level ( =3.45), Abiding by rules, regulations, laws, Rules of Supreme Sangha Council, Orders, Announcement, Order from Supreme Patriarch and Superintendent were at high level ( =3.39), and the lowest were Abiding by rules, regulations, laws, Rules of Supreme Sangha Council, Orders, Announcement, Order from Supreme Patriarch and Superintendent were still at high level ( =3.39) accordingly.
2. The results of opinions comparison were that monks with different formal educational levels had different opinions on the operation promotion of promotion of Vinayadhikara Monks in Chaiyapum Province at the statistically significant level at 0.05, accepting the set hypothesis. Meanwhile monks with different ordained Lents, Sangha administrative positions, Dhamma educational level and ages did not have different opinions, rejecting the set hypothesis .
3. Problems and obstacles of the promotion of Vinayadhikara Monks in Chaiyapum Province were that Phra Vinayatikarn were not diligent in inspection and controlling their constituencies. Those who broke the rules, disrobed and re-ordained still used the same Monk-ID-Books. Some of Vinayadhikara Monks did not understand their rules and duties and not ready to perform duties. Coordination among related agencies was not effective
Recommendations for promotion of Vinayadhikara Monks in Chaiyapum Province were that Vinayadhikara Monks should be more diligent in inspection and controlling their constituencies, revoking the Monk-ID books from those wonks who were disrobed and destroy them. Vinayadhikara Monks should be recruited or appointed at their own wills so that they would be willing to work diligently. There should be regular meeting to find the better ways to prevent and control and supervise monks more strictly.
