The objectives of research paper were (1) to study the general state of public welfare management of Sangha administrators in Muang district, Ratchaburi province, (2) to study the problems and obstacles of public welfare management of Sangha administrators in Muang district, Ratchaburi province, and (3) to propose the operational guidelines of public welfare management of Sangha administrators in Muang district, Ratchaburi province. The research methodology was the qualitative research had the documentary analysis and interview as the tool to collect the data in the field study from 17 key informants and analyzed the data through the content analysis technique.

The findings of this research were as following:

1. The general state of public welfare management of Sangha administrators in Muang district, Ratchaburi province found that the hospitality aspect which temples and Sangha administrators play the major role to move the activity on behalf of Buddhist organization cooperate with the government for the sake of  community development to be more progressive.  The public domain hospitality aspect; Sangha administrators help the society with attention and justice for the benefit of community to have knowledge and scrutiny for helping others  for broader public domains. The public place hospitality aspect as the public domains; to preserve the preservation and how to take care that it is difficult for making the people in the community to realize and give the importance for public place domain for no ruin. The general people hospitality; Sangha administrators must help the people problem in the village or society as much as possible. To cooperate  the help to have the convenience or people service, to solve the problems and disturbance of the people when they get the disturbance and want the helping.

2. The problems and obstacles of public welfare management of Sangha administrators in Muang district, Ratchaburi province found that the hospitality aspect which about the matter of people or community people have a few contact with the temple and government agency problem or personnel problem of Sangha organization that these problem take much and proper time.  The public domain hospitality aspect; lack of budget and personnel, lack of social support about the trust of community and people. Moreover, the people in community do not understand the role of the monks, especially the Sangha affairs. The public place hospitality aspect as the public domains; must summarize the problem and find out the possible solution of the problem of community that must consider case by case reasonably for reducing the problem. The general people hospitality; the community and temple problem increase everyday in many contents due to the thought and trust of community people and society. Sangha administrators must create the confidence and faith to develop the community seriously.

3. The guidelines of public welfare management of Sangha administrators in Muang district, Ratchaburi province found that the hospitality aspect which Sangha administrators should cooperate with all agencies of society and summarize the problems and  obstacles for problem synthesis and set the development plan and develop continuously.  The public domain hospitality aspect; Sangha administrators should have the good plan system by planning about all section management to be balanced along with objective or goal. The public place hospitality aspect as the public domains; must plan with cooperation of community people on the same direction. Sangha administrators must play the major role to cooperate the harmony of community people and government agency or related organizations. The general people hospitality; the Sangha administrators must have the knowledge, understanding the various contents of community and general people as the plan set along with the reality at the present.
