The dissertation entitled ‘The Guidelines for Promoting Human Resource Management Based on the Buddhist Principle of Suan Prung Psychiatric Hospital and Chiangmai Neurological Hospital, Chiang Mai Province’consists of 3 objectives as: 1) to study the concepts and practices based on western’s human resource management and human resource management in accordance with Buddhist principle, 2) to study concepts, principles, problems, and obstacles that based on human resource management of Suan Prung Psychiatric Hospital and Chiangmai Neurological Hospital, and 3) to propose guidelines for promoting human resource management based on the Buddhist principle of Suan Prung Psychiatric Hospital and Chiangmai Neurological Hospital.
The result revealed that western human resource management is based on the philosophy of human resource management combined with the classic management concept that is complied with the concept of management principle as bureaucratic theory. Current human resource management approaches focus on four activities: recruitment and selection, the use of personnel for maximum benefits, maintaining competent personnel to stay with the organization for a long time, and developing staff knowledge. The Buddhist principle, relates to human resource management, is based on the principle of dhamma sovereignty management, which applies the administration of disciplines. The principle consists of the role, process, form and human resource management according to the doctrines of Iddhipādas, including Chanda: aspiration, Viriya: effort, Citta: thoughtfulness, and Vīmungsā: investigation. The essence of Iddhipādas covered the doctrines of Power with the achievement, namely, the doctrines of Bhāvanā.
Human resource management of Suan Prung Psychiatric Hospital conducts compliance with the concept of Sufficiency Economy Development and Good Governance by applying three virtues and main transparency based on Defend Plan Correction Corruption Act of 2018. The problems and obstacles in human resource management are due to: 1) huge retirement of mental health professionals, 2) human resource development to Super Specialist Service or Excellence Center, and 3) new employment model. While, human resource management division of Chiangmai Neurological Hospital conducts compliance with Good Governance. The hospital also applies a policy of Personnel Development on Morality, Ethics, and Standards of Ethics of 2012. The problems and obstacles in the management of human resource arise from: 1) staff, 2) the system of works, 3) work skills, and 4) the work style.
The guidelines for promoting human resource management based on the Buddhist principle are to apply the western’s concepts and principles approaches. The approach activities mainly include recruitment and selection, the use of personnel for maximum benefits, maintaining competent personnel to stay with the organization for a long time, and developing staff knowledge. Then, the approaches need to be integrated with the principle of Buddhism as Iddhipādas covered the doctrines of Power with the achievement, namely, the doctrines of Bhāvanā. It will effectively manage human resource in both physically and spiritually and will lead to sustainability. Suan Prung Psychiatric Hospital and Chiangmai Neurological Hospital have been integrating this approach to hospital management to provide personnel knowledgeable and understanding that can develop their staff into the good moral people and offer human resource management in the organizations more effectively.
