This research had 3 purposes: 1) to study the policy of the construction and renovation of the governor monks in Chiang Khong District, Chiang Rai Province, 2) to study problems and obstacles in the construction and renovation of the governor monks in Chiang Khong District, Chiang Rai Province, and 3) to study the guideline to develop the construction and renovation of the governor monks in Chiang Khong District, Chiang Rai Province.
This is a qualitative research using in-depth structured interview with key informants in accordance with research’s purposes including closed-end and opened-end questions, as well as focus group discussion.
Sample size was 30 monks divided into 2 groups: 1) 15 Key informants i.e. 9 governor monks in Chiang Khong District, Chiang Rai Province, 4 community leaders in in Chiang Khong District, Chiang Rai Province and 2 officers from the government agency related to the construction and renovation in Chiang Khong District, Chiang Rai Province and 2) 15 governor monks and related persons in Chiang Khong District, Chiang Rai Province in the Focus Group.
The research revealed that the policy of construction and renovation of the governor monks in Chiang Khong District, Chiang Rai Province are mostly determined by the abbots and lay ministries. Thus, there were problems in management and construction and renovation from the past until present, namely, 1) non-organized and categorized storage of materials, 2) borrowing materials of the villagers in the community borrowed from the temples are not returned in full quantity, 3) funding for construction or renovation, 4) the contractors issued the bills under the temple’s name in order to get a credit from the shop, 5) abandon of construction or renovation or the work was not in accordance with the plan and 6) judgment and management are on a single side.
Problem solving and development are: 1) categorize the materials to be stored as well as labelling them with numbers and temple’s name, 2) apply a written borrowing system with the signature of borrower and returner as well as clearly indicating borrowing and returning date, 3) let villagers participate in the brainstorming, decision-making, benefit receiving, and evaluation in all matters, 4) report the police or prosecute the contractors if they open the bills under the temple’s name to get credit from the shop, 5) make a written contract or agreement identifying the punishment of the contractor who abandon the work clearly, such as fines or agreement termination. If the construction cost is high, up to millions of Baht, it will be necessary to solve the problem by the lawsuit in the future, and 6) create awareness of involved persons i.e. members of committee and villagers, to have volunteer mind. Lack of volunteer mind will make a person doesn’t have any concern on the temple’s assets as if they were their own assets.
Development guideline in the future is to apply the borrowing and returning system for the temple’s materials obtained from this research to other interesting temples in Chiang Khong District, Chiang Rai Province so that the management of temple objects can be systematic and the problem of the materials is not returned in the full quantity can be reduced, and to apply a computer program for the borrowing and returning of materials by categorizing them and applying barcode system for convenience and cursoriness of borrowing – returning.
