The objectives of this dissertation were as follows; 1) to study the state of leadership characteristics, 2) to study concepts, theories and principles of leadership development strategy, and 3) to propose a strategy of leadership development according to Buddhist educational administration for school administrators under Office of Central Primary Educational Service Area. The mixed research methodology was used in the study. The quantitative data were collected from 118 samples by questionnaires and the qualitative data were obtained by in-depth interviews with 9 key-informants.
It was found from the study that:
1. The average state of leadership characteristics of school administrators under Office of Central Primary Educational Service Area was at a high level totally. Transformational leadership in communication was at a highest average level, followed by motivation making, decision making, reformation leadership, situational leadership, and leadership behavior respectively.
2. According to concepts, theories and principles concerning leadership development strategy for school administrators, there are 4 strategies; 1) strategy in decision making integrated with principles of Sappurisa Dhamma, Kalyanamitta and Yonisomanasikara, 2) strategy in motivation making integrated with principles of Sangahavatthu and Brahmavihara Dhamma, 3) strategy in communication integrated with principles of Kalyanamitta and Sangahavatthu, and 4) strategy in transformational leadership integrated with principles of Kalyanamitta, Pannā, Yonisomanasikara, and Sappurisa Dhamma.
3. A strategy of leadership development according to principles of Buddhist educational administration consisted of vision, mission and practical guideline in 4 aspects; decision making, motivation making, communication and transformational leadership. According to the principles of Buddhist educational administration, this strategy is related to 4 knowledge bodies of the Buddhist strategy and 16 practical guidelines in current situation.
