The aims of this research were: 1) to study the administration of the basic education institutes by using the participatory principles of Bovon (Village, Temple and School) under the Office of Primary Education Service Area 3, 2) to study the ways to promote such administration. This study employed the mixed methodology research: quantitative and qualitative methods. Its samples in the quantitative research included 322 educational administrators and teachers. The sample size was determined by the method of Krejcies & Morgan by means of simple sampling. For the qualitative one, the purposive samples were 15 key informants. The tools used in the process of data collection for the quantitative research were the questionnaire with its reliability of .97 and the interview form and then the acquired data were analyzed by means of the following statistics: Percentage, Mean and Standard Deviation. The qualitative data were interpreted by the descriptive analysis based on the deductive method.
The research results were as follows:
1) The mean score of the administration of the basic education institutes by using the participatory principles of Bovon (Village, Temple and School) under the Office of Primary Education Service Area 3 was at a high level. In the studied aspect, the mean score of ‘General Affairs Administration’ reached the highest level (4.60). Other studied aspects: ‘Academic Affairs Administration (4.10)’, ‘Financial Administration (3.85)’ and ‘Human Resource Administration (3.73)’ were at a high level.
2) The ways to promote such administration are that the educational administrators, community leaders and religious leaders should be supported to have knowledge and understanding of the participatory principles of Bovon (House, Temple and School) more; the administrators should open the opportunity to the others to participate in planning, making decision, promoting and developing the institutes as well as the operational evaluation of academic affairs administration, financial management, personnel administration and general affairs to create the stable administrational dimension and the quality of educational development.
