This dissertation entitled ‘The Sangha Administration Based On Buddhist Good Governance of Sangha Regional Division 3’ has three objectives are: 1) to study concepts, theories, and the Buddhist teachings for the Sangha administration, 2) to study the states and conditions of the Sangha Regional Division 3’s administration, and 3) to propose the Sangha administration model based on the Buddhist good governance.  The mixed methods of quantitative and qualitative research were used in this research. The data collections were of survey, documentary research, in-depth interview, and focus group discussion. The research instruments were: 1) questionnaires developed under the concept of the Sangha administration and the Buddhist good governance and 2) the Prop-Questions for semi-structured in-depth interview.

             The research found that the Sangha administration began after the Buddha preached the sermon. There was the first group of five disciples and then the Vinaya was prescribed. In Thailand, the “Sangha Supreme Council” was established in the Era of King Rama V. Since then, it has been being developed respectively. The Supreme Patriarch is the chairman whereas the National Office of Buddhism is the secretary. The assigned duties are of the Sangha administration carrying out according to the lines of each authority. Additionally, the six missions are implemented. They are the missions of governing, religious education, special education, Buddhist propagation, public infrastructure, and public welfare.

             Regarding to the good governance, it refers to systems, structures, and various processes paving the way for governing the society in order to have the peaceful development and harmonious living together. They are the principles of rule of law, morality, transparency, cooperation, accountability, and value. Consequently, the three Buddhist teachings that are applied in the research are of four sublime states of mind, four paths of accomplishment, four bases of social solidarity, virtues for fraternal living, qualities of a good man and conditions welfare whereby the tools for the accomplishment of the six missions are required.

             In the questionnaires’ results, they were clearly shown that the states and conditions of the Sangha Regional Division 3’s administration were somehow rated as good (the scores were higher than 4 for all items). Nevertheless, the in-depth interviews were shown that there still have some problems and obstacles. Then, the SWOT Analysis and the integrations of principles were done as well. Finally, the Sangha administration model based on the Buddhist good governance comes to be clearly put. Such a model is called “6D+3M”. The “6D” refers to the six missions of the Sangha council emphasizing the principle of good governance and the Buddhist teachings in different dimensions. Besides, the “3M” refers to man, money, and management.
