The aims of this research were: 1) to study the context and the educational development conditions of the Lao Sangha fellowship; 2) to study the development of educational personnel of the Lao Sangha fellowship; 3) to study the model of educational personnel development of the Lao Sangha fellowship. This study was a qualitative research. The tool used in the research was an in-depth interview with the target groups, including 30 executives and officers. The data were analyzed by a descriptive method.
In regards to the context and condition of educational personnel of the Lao Sangha fellowship, the members of the fellowship are few, but they have a lot of workloads, which makes the duty not fully fulfilled. The personnel lack knowledge and understanding of educational management indicators and the participation of the government in the academic affairs and personnel affairs is not enough. The context and condition of the educational development of the Lao Sangha have a moderate progress which can be seen from the operators with continuous movement of education. The management of Lao Buddhist monk education is part of the governmental public education, relying on the people who have faith and from the government. At present, there are many educational arrangements and organizations responsible for education, such as Buddhist Scriptures in the care of the Central Sangha Education Committee under the Religious Affairs Department as a policy supporter. The education program in general education department of Sangha secondary and upper secondary education and Sangha College is under the responsibility of the Ministry of Education and Sports with clear administration and budget management. The management of monastic education is the same as that of secular education, which must be of quality. But with good quality, it must consist of various elements such as personnel, premises, appropriate courses, budget evaluation, appropriate management and etc. Research studies of the current conditions of monastic education management based on such elements are therefore essential as a guide for further development of monastic education.
For the development of educational personnel of the Lao Sangha, there is recruitment and a selection examination in theory and work experience. There should be a selection of individuals who are capable of academic and teaching management with work experiences in order to get qualified personnel without bias or with the right recruitment rules, fairness which is a key principle in selecting personnel to work, especially education personnel of the Lao Sangha. In educational personnel management, the executives must set a clear policy on personnel development. There is a strategy for personnel management that is up to date and has systematic management. There is a systematic management project. Personnel requirements planning is clear work, reducing unnecessary administrative procedures, causing delays. Personnel administration and academic administration are systematically checked, updated, developed to be current and modern, consistent with the administrators and the context of Lao Sangha education for what is an opportunity, including the education of the Lao Sangha with an exchange of learning resources with many institutions that have relevant knowledge and received support from their original affiliations.
The model of the development of educational personnel in Lao Sangha fellowship has a personnel screening with their knowledge and ability, consistent with the aptitude for the course or the desired position with a proper academic background, including behavior, general knowledge and talent. The key is to be a virtuous and generous person to others, a good friendship and social interaction. The academic work is at the heart of educational reform which must be driven to the school immediately, promoting work efficiency both in quality and educational standards. The quality assurance system for curriculum reform, learning reform, good learning resources for strengthening educational institutions continuously and academic administration that must find ways to manage risk in academic administration have to be made.
