The research on “A Study of Application Loving Kindness Principles in Serving the Public at the Registry of Chalermprakeart District, Buriram Province” have the three objectives namely : 1) to study the principles of Loving Kindness in Theravada Buddhism, 2) to study the service condition the Registry of Chalermprakeart District, Buriram Province,3 to study the application of mercy in service the registry of Chalermprakeart District, Buriram Province.

The research found that

1) The meaning of kindness is hearted feeling with love to each other.

2) Service by kindness will be schieved to believe that the basic virtue of

human heart is mercy. The mercy can be developed and raised until vain a miracle or result on doing the duty which beyond normal duty.

3) Performance of administrative officials in Chalermphrakiat District, Buriram

Province, had applied the doctrine of Buddhism, such as mercy, four Itthipadhas etc. The policy of government makes the services effective and efficient which bring the love and faith between the servant and the people because both sides have a common opinion that duty of government officials is to create a happiness together. That is, the government officials will be happy to use the position of doing good (merit) and in the part of the people, they are happy that their doubts, needs,or troubles and their  misery get full response, help fix it. It makes the image of working for the people truly as the words “Commissioner is a worker for the harmony of people”. The result will be concrete which is fast, accurate and complete according to facts and laws from the moral mercy within the mind, move and control of power to act duty for duty truly.         

The compassion in Buddhism likes pure water for cleaning the dirty as greed, Passion and anger which are in Ignorance society. Because mercy is the basic principle of the mind which lead to the development of human behavior that expressed with love in animals. It is always the same in all animals in all places. It is a principle that taught by the Buddha to every man in the world to behave in the mind. Because there are results appearing out as three virtues namely, 1) Mettakayakamma is mercy of acrobatics which behave body honestly. 2) Mettakayakamma is having compassion to behave verbal honestly. 3) Mettakayakamma is to be honest in mind. The way or technique in access to mercy should practice the Buddha’s teaching namely 1) do not act evil, 2) cultivate the good 3)to purify the mind. It is necessary to promote the application of the doctrine Buddhism for creation of awareness of person in the act of duty. As the Buddhist principle “Mercy heals the world”or by the Bali “Logo Pattamapiga Metta”. The achievement is reached together or a common opinion among government officials which is in the above the law “Service Providers” with the public, which is in the secondary call “client”. They understand each other’s roles and duties. The principle is to create the right opinion is a feeling of compassion, goodwill, and mutual benefit each party is happy to act. The phenomenon is part of the change in the society of ignorance (truth) the so-called “ignorance society”. Using the effort to promote morality and virtue to be in every person in the society called “persistent society”. This will lead to a society of mutual benevolence that everyone will want to meet and lived the so-called “Society of virtue”. It likes the way that appeared in the story of MAHAJANAKA of His Majesties King Bhumibol Adulyadej, which is altogether success. It is a complete human development and encouraging good people to have more and have the opportunity to serve in the country for to create a mercy society as a result, brings the benefits of all parties sincerely.
