This research was aimed at to propose guidelines for development according to the five precepts for primary schools Bangkoknoi District Under the jurisdiction of Bangkok. Using a mixed research methodology, by starting to study the current conditions and problems of personnel development according to the five precepts of primary schools in Bangkoknoi District. By using questionnaires, opinions, and acknowledgment of recommendations regarding the development of personnel in schools parents’ number 338 persons of students. The analyzing by average opinions and standard deviations. By comparing the opinions of parents by gender, age, education level, occupation and income, with t-test statistic, one-way ANOVA variance, then interview expert about propose guidelines for development according to the five precepts for primary for primary schools, the results of the research are summarized as follows.

                  The results were found that:

                  1.  The conditions of personnel development according to the five precepts of Bangkoknoi Primary School according to the opinions students’ parents, there were actions in the overall and each part was at a high level.

                  2. The results for comparison parents’ opinions found that gender, age, education level, occupation and income were different. Resulting in different opinions of parents in all aspects

                  3. That was very important because the personnel in the school must be made himself a good example for the students. Therefore, it must be more careful for not being misleading, must be include not saying gossip, that was evil for the campaign did not drink alcohol, the intoxication, of cause it was not able to dominate consciousness, including addiction. Various prohibited items too.
