The objectives of the research were 1. to study the general conditions of personnel’s competency of Local Administrative Organizations in Songkhla Province,               2. to study the application of Pala4 to develop the personnel’s competency of Local Administrative Organizations in Songkhla Province and 3. to propose a model for personnel’s competency development according to Pala4 of Local Administrative Organizations in Songkhla Province.

            Methodology was the mixed methods: The qualitative research collected data from 25 key informants and 12 participants in focus group discussion in order to obtain the best model for personnel’s competency development of local administrative organizations and also the quantitative research was used to support the qualitative research by collecting data with questionnaires from 386 samples who were personnel of the Local Administrative Organizations in Songkhla Province to find out the appropriate application of Pala4 for the personnel’s competency development of Local Administrative Organizations in Songkhla Province.
