The objectives of this dissertation were; 1. to study the state of human resource management based on the Buddhist administrative administration of Phutthika Mahawidyalai in Cambodia, 2. to develop the human resources development strategy based on the Buddhist administrative administration of Phutthika Mahawidyalai in Cambodia, and 3. to propose the human resources development strategy based on the Buddhist administrative administration of Phutthika Mahawidyalai in Cambodia. The data were collected by in-depth interviews with 30 key informants consisting of executives, teachers and staff of Phutthika Sakon Preah Sihanouk Raj College and Phutthika Mahawidyalai Preah Sihamoni, and then analyzed by TOWS Matrix. The other data were collected by group discussions with 10 experts and 7 experts and analyzed by content analysis.
