Abstract
The objectives of this thesis are as follow (1) To study the noble eightfold path principles , (2) To study the problems of Thai government service performance and (3) To study the application way on the noble eightfold path principles for solving the problems of Thai government service performance. The research is carried out by studying the noble eightfold path principles from the Tipitaka, books written by Buddhist Philosophers and various books and documents related to the noble eightfold path principles, studying the problems of Thai government service performance from the laws, official regulations, rules, and various principles from official websites as well as other reliable websites, and studying the application way from the dictionary of royal academy, technical books, and trustworthy websites. Moreover, studying from the secondary documents; such as research works, thesis, texts, books, documents including information and knowledge from internet. After that the information and knowledge are classified, analyzed, synthesized, interpreted, explained in detail, composed, summarized and recommended.
The findings were as follows.
1. The noble eightfold path principles are related to the Four noble Truths, the threefold Training, the Specific Conditionality, the Dependent Origination and the three Characteristics. The subject matter of the noble eightfold path principles is useful to solve the problems or to develope human being bad behaviour or wrong action that is done through body, speech, mind and view. The solution or the development according to the noble eightfold path principles is in agreement with the Specific Conditionality and the Dependent Origination which is the middle way and in the direction of the threefold Training which consists of precept, concentration and wisdom because the noble eightfold path principles can be concluded in the threefold Training but it is arranged in new order; that is wisdom, precept and concentration. That is the emphasis on wisdom. However, both the threefold Training and the noble eightfold path principles are the Dhamma doctrines which are in accordance with the Specific Conditionality and the Dependent Origination; that is, precept is the cause of concentration, concentration is the cause of wisdom and wisdom is the cause of precept, so we can say that all of those are the cause of each other. Moreover,there are doctrines which support the practice of the noble eightfold path principles; namely, the Four Satipatthanas, the Four Sammappadhanas, the Four Iddhipadas, the Five Indriyas, the Five Balas, the Seven Bojjhangas, the Four primary Elements, the Five Khandhas, the Six Internal Sense-organ, and the Law of Kamma.
2. The problems of Thai government service performance can be concluded in three items, consisting of (1) the problems of government officials’ wrong and bad behaviour which must be solved and changed to be good government officials who have moral principles, ethical conduct and behavior of performing government service in a right and good manner through body, speech, and mind. (2) the problems of government officials’ wrong procedures of government service performance that must be resolved. The government officials should perform the government service with wisdom according to the policies, laws, official regulations and various orders. (3) the problems of government services that are not successful in developing country. So the government service must be improved to reach effectiveness, efficiency, quality and its final result must be effective to the country development in the field of economics, society, politics, administration, and governing. The three items of these problems must be solved by using body, speech, mind, thought, mindfulness, wisdom, effort and concentration in performing government service in a right and good action.
3. The application way on the noble eightfold path for solving the three items of government service performance is emphasized on cultivating government officials’ mind to become right understanding so the right understanding leads the action of mind or mental action to become right thought, the action of speech or verbal action to become right speech, and the action of body or bodily action to become right action. These actions are activated by the three powerful Dhamma doctrines, consisting of right effort, right mindfulness and right concentration which generates the right understanding and leads to right thought, right speech, and right action which is the necessary qualification in solving the problems of government service performance in the way of right livelihood by developing the noble eightfold path principles all together (at one and the same time) according to the principle of Maga-Samanggi including other doctrines of Buddhist Dhamma concerned, consisting of the Four Noble Truths, the threefold Training, the Specific Conditionality the Dependent Origination, the Three Characteristics and the doctrines which support the practice of the noble eightfold path principles; namely, the Four Satipatthanas the Four Sammappadhanas, the Four Iddhipadas, the Five Indriyas, the Five Balas, the Seven Bojjhangas, the Four Primary Elements, the Five Khandhas, the Six Internal Sense-organ, and the Law of Kamma.
