This research has purpose (1.) To study the point of view of the officer with the administration as principle of moralityof NongphuengMunicipality, Sarapee district, Chiangmai province (2.) To study the relationship between personal factors and the administration as principle of morality of NongphuengMunicipality, Sarapee district, Chiangmai province (3.) To study the development guidelines of management as principle of morality of NongphuengMunicipality, Sarapee district, Chiangmai province.

This research is the Mixed method, quantitative research and qualitative research that studied with NongphuengMunicipalityemployees as the research population63 persons.The research instrument is a questionnaire and then analyzed the information obtained by using software for social science research tofind the frequency, percentage, mean, standard deviation (S.D.)and for qualitative research by used the interviewresearch instrument (In-Depth interviews) with key informants 5   persons by analysis Content analysis as the assay.

1. Respondent, mostly male, age between 30-39 years old, graduated  Bachelor's Degree and most of them are work in TheMunicipal Clerk Office.

2. Employees have an opinion on the management as principle of morality of NongphuengMunicipality, Sarapee district, Chiangmai province. Overall, at the highest level, mean 4.37 when consider by side found employees have the opinion on the administration as principle of morality in; The highest level in every side by average from least to less as follow, in the part of non-canonical or unconstitutional with indulgent, in the part of the meeting, the Honor and Protection of Women, in the part of promotion and maintain a good culture, in the part of respecting to the commanding officer, in the part of themeetingunanimously and the part of protection of righteousness, respectively.

3. GuidelinestheAdministration of NongphuengMunicipality, Sarapee district, Chiangmai province found Principle of Morality when applied to the administration development of the NongphuengMunicipality. The same can be applied to the good governance that the municipality that consistency and similarity and can be applied with Principle of Morality that NongphuengMunicipality had used as core administration which is compatibleby the principle of morality that alloworganization, officers, or employees, or even people that used principles of moralityappliedin the group that had  the result to organization growup, no deterioration when looking at the overview of the administration of the NongphuengMunicipality.Sarapee district, Chiangmai province.Conclusion that NongphuengMunicipalityis based on the principle ofmoralityas a guiding of administration . Thus, the management has achieved a certain level.
