Abstract

 The findings of this research as follows:

Drought Management Situation of Local Government Organization it was found that the area of ​​local government in Li district had drought from March to May. The nature of the drought is the level of water in the river down until dry, and the groundwater is insufficient, affecting the human and animal life, the lack of water, drinking water it make daily life difficult, including agricultural crops when the water does not nourish the crops it impact on the economic recession due to farmers are in a loss of cultivation and it also affects the forest. When drought occurs, arid forests result in the deposition of leaves, resulting in forest fires and resulting in airborne smogs.

Management process of local government organization in Li district had suffered from drought and local government organization has assisted the people with drought as follows: 1) to convey the water trucks of local government organization and nearby government agencies to distribute water to people who suffer from water shortage in order to consume and it is an urgent help to the people.  2) to supply the water resources that is new water resources by drilling underground water and improving existing water areas, such as the ponds, reservoirs, check dam that is big one and it can support much water by dredging of shallow water to a depth to expand the water storage area increases the amount of water. 3) to help the agriculture by building check dam that is a small one and agriculturists together with government build check dam in order to keep water for agriculture.

            To apply the principles of seven Aparihãniyadhamma In promoting participation of drought management It has found that promoting people to participate as a committee, co-operative thinking in order to drought management by  setting up a drought management center and solving drought problems in each local government organization to help drought victims and the appointed drought resolution committee by all government agencies and people in the area both male and female are the committees of planning and the committees of operation  under the government regulations. There is a planning conference to solve the problem of drought without affecting the culture, traditions or religions of the villagers in the affected areas.
