Abstract

The objectives of the research entitled “The Effectiveness of Public Service   to the People of Yangnoeng Sub-District Municipality, Saraphi District, Chiang Mai Province” were as follows: 1) to study the effectiveness of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province,          2) to compare the effectiveness level of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province classified by personal factors, 3) to study the relationship between Saraniyadhamma and the effectiveness   of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province, and 4) to study the guidelines of Saraniyadhamma application in order to support the effectiveness of public service to the people           of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province.      This study was mixed methods and the populations and the samples were selected from people who live in Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province. The samples were 385 people of collecting data by using the formula   of Taro Yamane with reliability equal to 95%.

The findings of this research as follows:

1.  The effectiveness level of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province was overall in the highest level and classified by personal factors it was found that basic structure in the highest level, followed by sanitation, social, education, religious, culture and economy respectively. For Saraniyadhamma application and the effectiveness level of public service to the people of Yangnoeng sub-district municipality, Saraphi district,   Chiang Mai province found that the overall was in the moderate level and classified        by personal factors found that kindness, Mettãvacîkamm was in the high level, followed by public service, Mettãkãyakamma, Sîlasãmaññatã and Ditthisãmaññatã.

2.  The comparison result of the effectiveness level of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province classified by personal factors found that the people who have age, year, education, occupation and residence duration lives at different municipality, the opinion on the effectiveness level of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province. The difference was statistically significant      at the 0.05 level, then reject the hypothesis.

3.  The relationship between Saraniyadhamma and the effectiveness level  of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province found that the principle of Saraniyadhamma has positive relationship with the effectiveness level of public service to the people         of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province.      The overall was statistically significant at the 0.01 level.

4.  The guidelines of Saraniyadhamma application for supporting the effectiveness level of public service to the people of Yangnoeng sub-district municipality, Saraphi district, Chiang Mai province found that Mettãkãyakamma (body action) should be enthusiastic and dedicated to work, Mettãvacîkamm (verbal action) is to be compassionate by saying what is the benefit and speak politely, Mettãmanõkamma is to think well to the colleagues and the people, the public service is to use materials and equipment economically, Sîlasãmaññatã is to be moral and to be adhered to the goodness, and Ditthisãmaññatã is to listen the opinion of others and behave neutrally.
