ABSTRACT

The objectives of this research were 1) To study level of People’s Participation in the Development Planning Process of Makham Sub-District Municipality, Chanthaburi Province, 2) To compare People’s Participation in the Development planning process of Makham Sub-District Municipality, Chanthaburi Province classified by personal factors and 3) To study the problems, obstacles and recommendations for People’s Participation in the Development Planning Process of Makham Sub District Municipality, Chanthaburi Province.

The research methodology was the mixed method between the quantitative and qualitative methods. The The quantitative research was collected data by questionnaires from 332 samples out of 1,930 populations, analyzed data with descriptive statistics; frequency, percentage, mean, standard deviation; SD, t-test and F-test by one way analysis of variance; ANOVA, and test the differences of the average pairing with the Least Significant Difference; LSD.

 The qualitative research was collected data from 7 Key Informants with structured in-depth-interview questions by face-to-face interviewing and data were analyzed by descriptive interpretation.

The findings of this research were as follows :

1. The people’s participation in the development planning process of Makham Sub-District Municipality, Chanthaburi province was by over all at a middle level ( = 3.49). Considering by each aspect, it was found the aspect that had highest average was the participative planning at = 3.52, participative decision making was at = 3.51, the middle level and participative evaluation was at = 3.44. lowest level.

2. The comparisons of People’s Participation in The Development Planning Process of Makham Sub - District Municipality, Chanthaburi Province, classified by personal data in overall were that people with different sex, education, occupation and salary did not have different level of participation in the development planning process of Makham sub district Municipality, Chanthaburi province at the statistically significant level of 0.05. In the other hand the people with different age had different level of participation in the development planning process of Makham sub district Municipality, Chanthaburi province at the statistically significant level of 0.05 level, accepting the hypothesis.

3. The recommendations for People’s Participation in the development planning process of Makham Sub District Municipality, Chanthaburi Province were as followings: 1) the participative decision making ; there should be tour- meeting in each community, opening Opportunities for public participation in their opinion expression about the development plan of the municipality and their opinions were taken into account on the basis of legitimacy and the highest mutual benefits. 2) Participative planning aspect; details of the plans should be clearly explained in line with the existing budgets, 3) participative operation; the Municipality should allow all citizens to participate in project activities as a board member and should provide training for officials and people to coordinate the work and reduce the work process. 4) participative evaluation aspect; there should be public relations and announcement the meeting resolutions to the public and together plan for the use of resources in the local community for the highest benefits of the public and         5) participative benefit gaining aspect; there should create the interesting focus on the benefits the people would receive continuously.
