ABSTRACT

The populations were 15 people from fund committees, the member of the community welfare saving fund in Umong sub – district, Muang district, Lamphun province. The researcher provided the rule of choosing the representative sample  applying in qualitative research method, in-depth interview there are the rules as follows; 1) the persons who have knowledge and understanding about management of the community welfare saving fund in Umong sub – district, Muang district, Lamphun province. 2) the persons who have appearance or interaction with the community welfare saving fund in Umong sub – district, Muang district, Lamphun province. 3) the persons who have the directed experience to the process of the community welfare saving fund in Umong sub – district, Muang district, Lamphun province. This research is qualitative interview analysis by content analysis.

1.    The community welfare fund is a welfare system that makes strength of the community in Umong sub-district that can rely themselves and take care themselves since the birth, the old, the pain and the death. The goal is the people service that is the community fund member and pauper willingly, there are involved in the management and received the benefit then it is fund that “all participate in being the owner”. There were 24 items that provided welfare to member, covered all aspects. There was the structure process clearly that concern with the duty. The management focused on the achievement according to good governance applying in the principle on Buddhism; that is the four Sangahavatthu – s these mean the supporting, the helping and the sharing asset.

         2.The community welfare saving fund management in Umong sub – district    is as follow: 1) Fund management; there is provided welfare to member, covered all aspects, the structure process clearly that concerns with the duty. 2) The community fund of helping that covers all aspects. 3) The confident fund aspect, there are always increase then covers the population both sub-district and all age. 4) The participation aspect is a good result to organization propels or network. 5) The development aspect is a main point of fund development in all aspect such as committee, instrument, and management by using technology in process. 6) Network aspect is the knowledge management and combines for bargain to government in helping academic and budget aspects that the way of The community welfare saving fund management in Umong sub – district namely; 1) the adding fund member. 2) The changing structure of fund. 3) Making database system for connecting database. 4) The risk management.

         3. The recommendation in solving problem and development, there are training for adding latency of knowledge aspect to committee, a good plan management, public relations into people for knowing at all time, fundraising from several sectors, situation analysis of fund is in the current, open to all groups, all professional groups can participate or be fund member. To make a good sense to value highly fund without seek for benefit, disabled service, moral boosting and will power to committee such as public relations, esteem, praise, sacrifice to work performance for public. Besides government sector should rush in making regulation that concerns with finance for be charitable to local administration supports budget, government sector should support budget continuously, the boosting latency to committee of fund management continuously, the capability of fund management efficiency, transparency and lasting fund.
