ABSTRACT

The objectives of this research were:  1) to study the participation in the five precepts village project administration of board in Rayong province, 2) to study the comparison of the attitude of five precepts project board to participation in the five precepts village project administration of board in Rayong province, classified
by personal  data,  3) to study the problems,  obstacles  and  suggestions  about  the participation in the five precepts village project of board in Rayong province.  It was the mixed research method between the quantitative research was the survey research from the questionnaires and the qualitative research was from in-depth interview from key informants to support the quantitative research. The sampling group was the board of the five precepts village project in Rayong province that consisted of 290 abbots, government officers, sub-district leaders, village leaders and people. The statistics used for the data analysis through frequency, percentage, mean, standard deviation (S.D), T-test, F-test, One-way Analysis of Variance and Least Significant Difference: LSD. , by setting the significance of statistics at 0.05 level.

The findings of the research as follows:

1.The opinions to participation in the five precepts village project administration of board in Rayong province in overall, and found that it was at the middle level  (  = 3.17, S.D. = 0.65) When considered in each side found that the opinions to participation in the five precepts village project administration of board
in Rayong province, was also at the middle level as follows, performance ( = 3.33,  S.D.= 0.77), To take  and share interest (  = 3.21, S.D.= 0.79), to contact and evaluation ( = 3.01, S.D. = 0.84) respectively.

2. The findings of opinions comparison to participation in the five precepts village project administration of board in Rayong province, classified by personal
data. Which found that the differences of gender, career, and income, had the opinions to participation in the five precepts village project administration of board
in Rayong province indifferently with significance of statistics at 0.640, 0.189 and 0.790 respectively that it rejected the hypothesis. But the differences of age, level
of education, had the opinions to the participation in the five precepts village project administration of board in Rayong province differently with significance of statistics
at 0.012 and 0.001 respectively that it accepted the hypothesis.

3. The problems, obstacles and suggestions about participation in the five precepts village project administration of board in Rayong province, were as follows, for the idea expression, planning and decision making found that the board lacked of participation because they were not free and lacked of public relations, for performance, found that lack of cooperative participation in detail of project or activity. For the taking and sharing the interest, found that lack of budget and participation, lack of local loving consciousness. For to contact and evaluation, found that lack of evaluation understanding and uncontinuously.

Suggestions as the guidelines for development are the participation, should let all sectors have the operation participation, before operating the project or activities, and should have the public relations to the people by having the people to check and evaluate the performance and to have the public relations.
