ABSTRACT
The objectives of this research were 1) to study the effectiveness of administration in accordance with Good governance of Nakhon Pathom municipality administrative organization, Nakhon Pathom province 2) to compare the Effectiveness administration in accordance aith good governance of Nakhon Pathom municipality, Nakhon Pathom province, classified by personal factors 3) to study the problems, obstacles and suggestions about administration in accordance with good governance of Nakhon Pathom municipality, Nakhon Pathom province.
The research methodology was the mixed research method between the quantitative research by using the survey research from the questionnaires. The quantitative research collected the data through the questionnaires and the qualitative research was the structured in-depth interview from key informants to support the quantitative data. Personnel of Nakhon Pathom 310 people from a total population of 1,361 people, which means a random sample by using a formula of Taro Yamane . The tool for data collection was the questionnairs. The data analysis was the ready programme for the research of social sciences. The data analysis was by frequency, percentage, mean, standard deviation; SD, t-test and F-test by one way analysis of variance; ANOVA, and test the differences of the average pairing with the Least Significant Difference: LSD. The quantitative research, 9 key informants were purposefully selected from experts and administrators. The tool for collecting data was structured In-depth Interview. The data collection was the face to face In-depth Interview and structured In-depth Interview. The data was analyzed by descriptive interpretation.
The Findings of this research as follows :
1. The effectiveness administration in accordance with good governance of Nakhon Pathom municipality, Nakhon Pathom province, found that opinions of the Personnel to administration in accordance with good governance of Nakhon Pathom municipality administrative organization, Nakhon Pathom province in overall, was at high level ( = 3.89 ) When considered in each side, found that it was at high level for all sides as follows : the rule of law (= 3.93 ) the morality (= 3.93 ) the transparency (= 3.87 ) the participation (= 3.87 ) the responsibility (= 3.87) accountability (= 3.85 )
2. The comparison of the effectiveness administration in accordance with good governance of Nakhon Pathom municipality, Nakhon Pathom province, classified by personal factors the opinions of the Personnel to administration in accordance with good governance of Nakhon Pathom municipality, Nakhon Pathom province, classified by personal factors as gender, age, education, career, and income per month, found that opinions of the people to administration in accordance with good governance of Nakhon Pathom municipality, Nakhon Pathom province in overall, indifferently. Then the hypothesis were rejected.
3. The problems, obstacles and suggestions were as follows : the administrators should be used the principles of good governance for applying in the administration for the same pattern by using the right laws and rules. Nakhon Pathom municipality should be created the ethical and moral attitude to officers or personnel, support the personnel to realize the public benefit more than own benefit, the harmony to personnel in the organization for efficient administration for administration along with good governance, especially, administrative personnel must be had the knowledge, honor, sincerity, have the right actions with the people in every community and equality for the development. Be allowed the people to check and participate the opinion expression for decision making to solve the problems and participate in all directions covering to administration of municipality with good governance until leading the organization to the success with high efficiency sustainably.
