ABSTRACT
This research had 4 objects: 1) to study how to make the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, Nakhon Sawan Province, 2) to study personal factors affecting to the making of the three-year development plan of Bangphaluang Sub-District Administrative Organization, NakhonSawanMuang District, Nakhon Sawan Province, 3) to study environmental factors affecting to the making of the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, Nakhon Sawan Province and 4) to study guidelines to promote in make the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, NakhonSawan Province.
This study was the Mixed Method Research by using quantitative research, survey and qualitative research. Sampling group used in this study was 324 people living in Bangphaluang Sub-District by using formula of Taro Yamane’s. Questionnaire was used data analysis as a research tool to collect the data. The statistic used in this study were frequency, percentage, mean and standard deviation. Pearson’s Product Moment Correlation Coefficient was used for testing the hypothesis, Chi-square test. For qualitative research, the researcher selected In-Depth Interview with key informants and analyzed the data by using Descriptive Content Analysis Technique.
The results of this study revealed as the following:
1) Making the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, Nakhon Sawan Province, it was found in average at the high level (= 3.83). When considered into each item such as Public opinion stage of the village Public opinion stage of Sub-District level, Meeting of Encouragement in making plan Committee, Meeting of Sub-District Administrative Organization Development Group, Submitting the draft of the three-year development plan to the executive, Submitting the draft of three-year development plan to the council and Announcement to use the three-year development plan, it appeared at the high level for all items.
2) Personal factors affecting to the making of the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, Nakhon Sawan Province, it showed that the personal factors which were sexes, ages, educational levels and salaries per month had relations in making the three-year development plan significantly at 0.05 level, so the hypothesis was accepted. For the personal factor on occupations had relations in making the three-year development plan, thus the hypothesis was rejected.
3) Environmental factors affecting to the making of the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, Nakhon Sawan Province, it disclosed that the environmental factors in each item as the factors on physical feature, economics, society, politics and security, the factor pushing the individual, especially, the leader, the factor becoming a reward and the factor within the individual which all showed in average had relations positively at the high level, so the hypothesis was accepted.
4) Guidelines to promote in making the three-year development plan of Bangphaluang Sub-District Administrative Organization, Nakhon Sawan Muang District, Nakhon Sawan Province, it revealed that it should increase public relations in several aspects such as websites, news towers, circulars and putting on announcements in the villages, should increase more activities to draw attention any people to take parts in public opinions’ meetings. For the staffs of the Sub-District Administrative Organization, they should provide more knowledge and understanding to the people who took parts in the meetings, the should not emphasize too much on academic principles in order to make better understanding and attainment, they should arouse the council’s members to increase more pushing to build the projects in the villages. For the executive, they should submit the projects in order to receive more supports from other sectors and should arrange to handle the training projects concerning the roles of community’s leaders to bring back more knowledge to develop their local communities which would achieve the better quality life for the people within the areas.
