Abstract

The objectives of the thesis entitled “People’s Participation in Forest Fire Protection According to Aparihaniyadhamma in Thasobsao Sub-district, Mae Tha District, Lamphun Province” were as follows: 1) to study the participation of people in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, Lamphun province. 2) to compare the participation of people in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, Lamphun province classified by personal factors. 3) to find out the problems, obstacles and suggestions the participation of people in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, Lamphun province  and 4) to investigate the development guidelenes of people participation in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, lamphun province. The research used mixed method research.    The populations and samples were selected from people who live in Thasobsao      sub-district, Mae Tha district, Lamphun province. The samples were 385 people from collecting data by using the formula of Taro Yamane with reliability equal to 95%.

The findings of this research as follows:

1) The participation level of forest fire protection according                    to Aparihaniyadhamma was overall at the moderate level in all aspects and the personal factors found that the honoring and the protection of women’s right was   at the highest level. Followed by the righteous protection, the promotion,             the preserving cultural traditions, the obedience to commander, the concurrent conference and the regular meeting. No formulation or not cancel code of law was at the lowest level, it was found that forest fire prevention agency must not act      or cancellation provisions according to their own or their associates of the group.   This leaded to distrust each other, separation, disharmony, lack of solidarity and affected to people participation in forest fire protection.

2) The comparison result of the participation of people in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, Lamphun province classified by personal factors, including gender, age, occupation, education and income and experience of solving forest fire with community was found that when compared to people participation in forest fire protection according to Aparihaniyadhamma classified by occupation and income were overall not different but gender, age, education and experience of solving forest fire with community were significant differences at 0.01 levels. 

3) The problems, obstacles and suggestions of the participation of people in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, Lamphun province found that the regular meeting about unable    to attend the meeting because there was the mission. The concurrent conference about uncoordinated meeting. No formulation or not cancel code of law about lack of collecting data for education. The obedience to commander about command unclear. The honoring and the protection of women’s right about the participation role of forest fire protection of women less than men because mission on daily life. The promotion and the preserving cultural traditions about lack of budget to support various activities. The protection about people who lack the knowledge in forest fire protection.

4) The development guidelines of the participation of people in forest fire protection according to Aparihaniyadhamma in Thasobsao sub-district, Mae Tha district, Lamphun province was found that should regularly arrange the meetings  and the conventions on vacation for people to attend meetings simultaneously     and quorum, settlement and vote of law rules at the meeting was unanimous. Agencies should support the budget for promoting activity and preserving cultural traditions, for protecting, guarding natural resources and inheritable work on Buddhism.
