Abstract
The purposes of this study were 1) to examine the opinion of people in administration according to good governance of Koh sub-district municipality, Li district, Lamphun province. 2) to compare the opinion of people towards administration according to good governance of Koh sub-district municipality, Li district, Lamphun province. 3) to investigate the problems and suggestions towards administration according to good governance of Koh sub-district municipality, Li district, Lamphun province. 4) to explore the administration guidelines according to good governance of Koh sub-district municipality, Li district, Lamphun province. The study was a mixed method research by quantitative research that was survey research. The samples used in this study were 335 people who live in Koh sub-district municipality, Li district, Lamphun province by simple random sampling and qualitative research by using in-depth interview and the key informants. Data was collected by the questionnaire and the interview and the analysis of data have been done by frequency, percentage, mean and standard deviation, in the case of two groups of independent variable and F-test by one way analysis for variance (One-way ANOVA), ware analyzed using content analysis (Content Analysis Technique).
The findings of this research as follows:
1. The opinion level of people towards administration according to good governance of Koh sub-district municipality, Li district, Lamphun province was overall at high level (X̅ = 3.89). When considering in each aspect, it was found that opinion level of people towards administration according to good governance of Koh sub-district municipality, Li district, Lamphun province was at high level in all aspects. 1) the rule of law was overall at the high level (X̅ =3.39). 2) the morality was overall at high level (X̅ =3.66). 3) the transparency was overall at high level (X̅ =3.65). 4) the participation was overall at high level (X̅ =3.37). 5) the responsibility was overall at high level (X̅ =4.36). 6) the worthiness was overall at high level (X̅ =4.11).
2. The result of testing the hypothesis was found that personal factors, including gender, age, and education found that the opinion of people towards administration according to good governance of Koh sub-district municipality, Li district, Lamphun province were different opinion and the income per month factor was not different.
3. The problems and the suggestions towards administration according to good governance of Koh sub-district municipality, Li district, Lamphun province were found that the rule of law still lack of knowledge, understanding about the law, no public relations thoroughly, inappropriate budgeting with need or urgent. The morality should be training for the law, various regulations. The transparency about people who did not participate in checking and informing information to people. the participation should provide the village community and informing information before proceeding. The responsibility should promote conscious mind in the right, duty, accept the result of self-action on the personnel, the worthiness, resource use was not value and the using concept of sufficiency economy.
4. The result of qualitative study found that the key of informant, most of them were emphasized the laws, the rules and the regulations, up to date and accepted from society and law-abiding. Practice is a good model of society, loyalty, sincere, diligent, discipline and to make the participation between municipality and people with opportunity for all to comment and consideration, the awareness to duties and responsibilities to communities, management and various resource uses in proceeding appropriately for maximizing the common interest.
Therefore, Koh sub-district municipality, Li district, Lamphun province should promote the learning and cultivate the working by using good governance in six aspects strictly, the good example to followers, people in the area and community, making the policy clearly. There should set the writing form for everyone can get to know and perform and process can be checked. There should open opportunity to personnel organization for participation in Collaboration projects and there should provide information to community or personnel and people in Koh sub-district. There should be public relations to community or local people. There was the participation of development in community activities more and more. And the promoting the good governance in management of organization awareness to all personnels, realize to working and the use of resources worthily and high benefit by applying the principles and sufficiency Economy both organization and community.
