ABSTRACT
The objectives of this research “Human Resource Development in accordance with Bhavana IV of Lamphun Provincial Police” were : 1) to study the development of human resource according to the principle of Bhavana IV of Lamphun provincial police, 2) to compare the opinion of troops towards human resource development according to the principle of Bhavana IV of Lamphun provincial police, 3) to find out the problems, the obstacles and the suggestions the development of human resource according to the principle of Bhavana IV of Lamphun provincial police, and 4) to investigate the application guidelines according to Bhavana IV towards human resource development of Lamphun provincial police. The research used mixed methods research by using populations and samples were 205 people selected from the commissioned police officer and non - commissioned police officer of Banthi and Maetha police station, Lamphun province was a representative of Lamphun provincial police. The samples were 136 people by using the formula of Krejcie & Morgan. The data collection was a questionnaire and by a computer program for social science research and the analysis of data has been done by frequency, percentage, mean and standard deviation, statistical hypothesis testing using t- test (t-test), F-test by one way analysis for variance (One way Anova) and the Least Significant Difference : LSD. In the part of open-ended questions showed the problems, obstacles and suggestions, the researcher arranged the group according to the issues of open - end. Then, there was to analyze by frequency and data from interviews, the researcher will gather data grouping on the essence of the interview, then content analysis technique (Content Analysis Technique)
The findings of this research were found as follows:
1) The opinion level of human resource development according to the principle of Bhavana IV of Lamphun provincial police was at the high level ( = 4.18). When considering in each aspect, it was found that human resource development according to the principle of Bhavana IV was at high level was at the high level in all aspects. Panna Bhavana was the highest level ( = 4.33). Citta Bhavana was the lowest level ( = 4.02).
2)The comparison of opinions level towards human resource development according to the principle of Bhavana IV of Lamphun provincial police using the hypothesis test by different analysis according to personal factors, including age, education, current position, income and official aged it was found that age, education, current position, income and official age were not different opinion.
3) The result of the problems, obstacles and suggestions about human resource development according to the principle of Bhavana IV of Lamphun provincial police. It was included that Kaya Bhavan : there were a lot of duties then no time to exercise and should promote regular exercise, according to the age-old. Sila Bhavan: They lacked the discipline to follow the commanders, personnel should be trained to regular behave in the discipline and service to people by law principles. Citta Bhavan : there were a lot of duties, the finance and being no good that affected to psychological should promote the personnel in more mental training. Panna Bhavana : no attention to learn, lack of availability of health, finance, family should support training of conscious mind, wisdom, there is intelligence on duty. It will have the benefit to oneself and society.
4) The result of qualitative study of human resource development according to the principle of Bhavana IV of Lamphun provincial police, it was found that the key informant, most of them focused on behaving oneself in the regulations for equality to people and society, physical development to enhancing personality for better and free from disease, including to bring the principle of Buddhism for application in performance more effectively. Which will be affected benefit both the worker and the organization as a whole.
