Abstract

The purposes of this study were 1) to examine the state of administration according to good governance of Moungnoy sub-district municipality, Pasang district, Lamphun province, 2) to compare the opinion of people towards administration according to  good governance of Moungnoy sub-district municipality, Pasang district, Lamphun province, 3) to investigate the problems and suggestions of people towards administration according to  good governance of Moungnoy sub-district municipality, Pasang district, Lamphun province, and 4) to explore the administration according to good governance of Moungnoy sub-district municipality, Pasang district, Lamphun province. The study was a mixed method research, a combination of quantitative, survey research and qualitative research. Data was collected by in-depth interview and the key informants. The samples used in this study were the 8 villages and over 18 years old at Moungnoy sub-district municipality, the people who lived in the area. The methodology used R.V.Krejcie & Morgan formula for the sampling population (Krejcie and Morgan, 1970) with reliability equal to 95% and error equal to 5% of 4,561 people. A sample was selected from 357 persons and the analysis of data have been done by frequency, percentage, mean and standard deviation, in the case of two groups of independent variable and F-test by one way analysis for variance (One-way ANOVA), ware analyzed using content analysis (Content Analysis Technique) with mixed method research.

The findings of this research as follows:

1) Overall the opinion of people towards administration according to good governance of Moungnoy sub-district municipality, Pasang district, Lamphun province was at high level  (X̅ = 3.62), when considering in each aspect that can be sorted as follows: the worthiness was (X̅ =3.98), the responsibility  was (X̅ =3.91), the transparency was (X̅ =3.53). The moderate level can be sorted as follows:       the participation was (X̅ =3.46), the rule of law was (X̅ =3.42) and the morality was (X̅ =3.40).

2) The result of opinion comparison of people towards administration according to good governance of Moungnoy sub-district municipality classified by personal factors such as gender, age, education, occupation, and income found that the opinion of people towards administration according to good governance of Moungnoy sub-district municipality has no different opinion and rejected the hypothesis.

         3) The problems and the suggestions found that the officers still lack good governance and should take the principle of Buddha-dhamma in order to apply the fairness in administration.

          4) Administration guidelines according to good governance of Moungnoy sub-district municipality, Pasang district, Lamphun province, the officer of Moungnoy sub-district municipality should take and good governance of six aspects practically for community progress and nation truly.
