The objectives of this research were: 1) to study the level of the life quality of the elders receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province, 2) to compare the opinion toward the life quality of the elders receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province by classifying on the personal factors and 3) to study the problems, obstacles and suggestions for the elders receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province.

          This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 316 elder receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province. The tools of the research were questionnaire and in-Depth interview from the 9 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, t-test and F-test with One Way ANOVA.

              1. Overall, the level of the life quality of the elders receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province was at the middle level (=3.21). When considering each aspect, it was found that the environment was at the highest level (=3.28). Then, the satisfaction in living was (=3.25), the economy was (=3.21), and the society was (=3.15). However, the state of mind was at the lowest level (=3.14).

              3. The problems and obstacles of the elder receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province were that the elder had the healthy problem in all body and brain. The elder adhered to their own thought and reason. Their memories disappeared gradually. The elder were not accepted from the society as well as in the past. The youth had the bad attitude to the elder. Moreover, their children did not pay attention to them. The elder were gotten the warmth from their children. The elder felt lonely and solitary. Sometimes, the elder might worry about the sufficiency and appropriateness of the pension.          The suggestions for the elder receiving the pension under the government policy in Chum Saeng Municipality, Nakhon Sawan Province were that the municipalities should establish the clinic for the elder and train in the occupation suitable to the elder for increasing the income. The elder should participate in the opinion and setting the welfare. The municipality should provide the activities in the recreation to make the elder happy. The municipality should establish the senior citizen club to do the activities. The youth, the people in the community, and the related groups should participate in the activities to make the good relationship together. Moreover, the pension was necessary to the elder in the living. The pension would make the elder having the good life quality. The municipality should increase the pension efficient to the high cost living.
