Abstract
The objectives of this research were: 1) to study the level of the readiness of the municipalities on transferring the general registration : a case study of the municipalities in Nakhon Sawan Province, 2) to study the relationship between the personal factors and the readiness of the municipalities on transferring the general registration : a case study of the municipalities in Nakhon Sawan Province and 3) to study the problems, obstacles and suggestions for the readiness of the municipalities on transferring the general registration : a case study of the municipalities in Nakhon Sawan Province.
This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. There were 90 samples including the Mayors, Municipal Clerks, Chiefs of Office of the Municipal Clerk, and Registration personnel at 18 municipalities in Nakhon Sawan Province. The tools of the research were questionnaire and in-Depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation and Chi-Square test.
Results of the Research
1. Overall, the level of the readiness of the municipalities on transferring the general registration : a case study of the municipalities in Nakhon Sawan Province
was at the middle level (µ=3.32). When considering each aspect, it was found that the readiness on the resource was at the highest level (µ= 3.40). Then, the readiness on the policies was (µ=3.34), the readiness on the personnel and the readiness on the communities were (µ=3.29). However, the readiness on the organization system was at the lowest level (µ=3.32).
2. The relationship between the personal factors and the readiness of the municipalities on transferring the general registration: a case study of the municipalities in Nakhon Sawan Province was the sample having the different gender, age, degree of education and working experience had no relationship to the readiness of the municipalities on transferring the general registration: a case study of the municipalities in Nakhon Sawan Province.
3. The problems, obstacles and suggestions for the readiness of the municipalities on transferring the general registration: a case study of the municipalities in Nakhon Sawan Province were that the municipalities had a lack of the readiness to support the transfer of the general registration. The policies in the transfer were unclear. The people did not get the benefits in setting the policies. The personnel were insufficient and had a lack of the knowledge on the general registration. Moreover, the budget was insufficient. The municipalities rarely served the people and gave the opportunities to the people or the related organizations in the participation for the comment on the general registration.
The suggestions for the readiness of the municipalities on transferring the general registration : a case study of the municipalities in Nakhon Sawan Province were that the municipalities should have the readiness on the transfer of the general registration, make the policies clear, set the policies clear and transparent to make the benefit to the people, and increase the personnel sufficiently. Moreover, the municipalities should provide the training for the personnel to make the expert in the working. The government must support or set the budget for the municipalities to support the transfer of the general registration.
