The objectives of this research were: 1) to study the level of the desirable characteristics in ethics of the Municipality Administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province, 2) to study the  relationship between the personal factors and the desirable characteristics in ethics of the Municipality Administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province and 3) to study the problems, obstacles and suggestions for the desirable characteristics in ethics of the Municipality Administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province.

          This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 379 people living in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province. The tools of the research were questionnaire and in-Depth interview from the 9 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Chi-Square test.

              1. Overall, the level of the desirable characteristics in ethics of the Municipality administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province was at the middle level (=3.54). When considering each aspect, it was found that the self-discipline was at the highest level (=3.86). Then, the justice was (=3.64), the dedication was   (=3.50), the loyalty was (=3.49), and the kindness was (=3.49). However, the responsibility was at the lowest level (=3.26).

2. The people having the different gender and degree of education had no the relationship to the desirable characteristics in ethics of the Municipality administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province. Therefore, the hypothesis was denied.  However, the people having the different age, occupation and income had the relationship to the desirable characteristics in ethics of the Municipality administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province. Therefore, the hypothesis was accepted.

              3. The problems and obstacles of the desirable characteristics in ethics of the Municipality administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province were that the administrators hardly followed the rule and regulations of the office, and did not pay attention to the work of the staff and the living of the people in the area. The administrators were unfair in considering the feat, did not use the cause and result, and did not sacrifice their benefits to the public. Sometimes, the administrators did not behave in the legitimacy and expressed in body, speech and mind unsuitably.

              The suggestions for the desirable characteristics in ethics of the Municipality administrators according to the opinion of people in Thung Luang Sub-District Municipality, Khirimat District, Sukhothai Province were that the administrators should follow the rule and regulations of the office, and pay attention to the work of the staff and the living of the people in the area. The administrators should be fair in considering the feat, use the cause and result, and sacrifice their benefits to the public. Moreover, the administrators should behave in the legitimacy and expressed in body, speech and mind suitably.
