ABSTRACT

          This research had 3 objectives : 1) to study the effectiveness in operation according to the development plan of Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province, 2) To make a comparative study on the people’s opinions towards the effectiveness in operation according to the development plan of Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province classified by personal factors. and 3) to study the problems, obstacles and suggestions concerning the effectiveness in operation according to the development plan of Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province.

          This study was carried out through the Mixed Method Research consisting of quantitative, survey and qualitative research. The sampling group used in this study was 382 persons randomized from 8,575 population. Who lived in Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province. Sampling used Taro Yamane’s formula. Questionnaire was try research tool to collect data with the value of reliability at 0.966. The statistics used in this study were frequency, percentage, mean, standard deviation, t-test for testing the hypothesis, F-test, One Way ANOVA and Least Significant Difference: (LSD) to compare the differences of the mean in pair. Open  ended questionnaire was used together with the close ended ones. For qualitative research, applied the In-Depth Interview with 7 key informants was selected to use in this study. The analyzed data by using content and context analysis techniques, was applied.

          The results disclosed as the following:

1)      The people’s opinions towards the effectiveness in operation according to

the development plan of Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province, showed the value at high level (X=3.82). When considing  each item ranging from high to low values of the means, it showed that: Effectiveness in providing services was at (X=4.06), Effectiveness in satisfaction of the consumers at (x=3.91), Effectiveness in learning and developing at (X=3.78) and Effectiveness in infrastructures at (X=3.39).

2)      The result of the comparative study on the people’s opinions towards the

effectiveness in operation according to the development plan of Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province classified by personal factors, revealed in average value that people of different sexes, careers and incomes took no difference effectiveness in operation according to the development plan, so the hypothesis was denied. For the people of different ages and educational background took different effectiveness value in operation significantly at 0.05, thus the hypothesis was accepted.

3) The problems, obstacles and suggestions concerning the effectiveness in operation according to the development plan of Borang Sub – District Administrative Organization, Wichianburi District, Phetchabun Province, showed that lack of service points for people such as book corners, related documents to read while waiting  forservice offer. Another problem in value effectiveness from part time service that caused. The services would be provided only in official time, whenever it was out of official time, lack of enthusiasm not enough attention need to serve among the staff members. and not willing any services, there was no idea to apply the Dhamma principle into their jobs in order to create development in the Organization.
