Abstract

This thesis is of the three objectives, i.e., (1) to study corruption in the context of OPCT, (2) to study the prevention of corruption according to Buddhism, and (3) to suggest the way to prevent corruption in the context of OPCT according to Buddhism.

Results of the research are as followings: the corruption in the context of OPCT covers the pecculation from the people and also from the state, while corruption indicates misconduct to the duty as well as seeking to gain whatever money or objects by way of illegal and unlawful actions. Mostly, causes of corruption occure due to (1) economic and living costs, (2) official system, (3) social, cultural and ethical aspects, and (4) legal or criminal enquiry. Against such incidents, OPCT and some other organizations are assigned to charge according to their functions.

As regards to Buddhism, the causes of corruption or bad conduct are due to (1) greed or covetousness rooted from insufficient contenment, (2) stealing or taking what is not given, (3) cruel thought causing himself and others to suffering. Buddhist teachings which are to be applied to prevent bad action and corruption are as; (1) giving or charity to keep himself from covetousness and selfishness              (2) contenment or satisfaction with whatever is one’s own, (3) right livelihood or right means of pursuits, (4) hiri-ottappa is moral shame and moral dread to all evil conduct and bad actions, (5) non-violence or inoffensiveness, and (6) lovings-kindness, friendliness or goodwill. In the conclusive concept to prevent corruption in the context of OPCT according to Buddhism, it is that Buddhist teachings provide the way to prevent any cause of bad actions before the deed even in the state of bad thought. The OPCT focuses on the occurring evidents on corruption in the state of speech and bodily action. Thus the best suggestion is to integrate Buddhist teachings to prevent corruption side by side with laws provide and Buddhist ethics.
