Abstract

             This dissertation is of 3 objectives, namely:- 1. to study the principles of Saṅgahavatthus in Theravāda Buddhist Scriptures, 2. to study about the administration of the Metropolitan Waterworks Authority, Region 1 and 3. to integrate the principles of Saṅgahavatthus in administrating the Metropolitan Waterworks Authority, Region 1.

             From the research, it is found that the 4 Saṅgahavatthus are the doctrinal Principles which the Buddha said that they are the Doctrinal Principles holding the peoples’ minds like a horse car which can go because of having different co-operative parts of it. The administration of the works is in the same way. The principles of 4 Saṅgahavatthus do the works of the co-operation with people. The components of Saṅgahavatthus are:- 1. Dāna, the giving, the dedicating and the separating for others’ benefits, 2. Piyavācā to speak with the words pleasant to the ears, sweet, true, benefitual, and consisting of Loving Kindness. 3. Atthacariya, the behavior which gives the benefit and the happiness to other peoples. And 4. Samānattatā, to keep oneself equally, and rightly according to the time and the place. Kalyānamittā is the person who is of 7 qualities and is the original type of the good person bodily, verbally and mentally, and with Kāya-Sucarita, Vaci-Sucarita and Mano-Sucarita. He is the one who is of the full quality to advice the hobby benefits to others. Kalyanamittas are the beginning factors in developing the life at every level.

             From the administration of Metropolitan Waterworks Authority, Region 1 it is found that the practice according to the work plan and the duty of the organ, and build up the human relationship between the administrations and the members in the organ of the Metropolitan Waterworks Authority, Region 1 it is found that the practice according to the work plan and the duty of the organization and the building up of the human relationship between the administrators and the members of the organization of Metropolitan Waterworks Authority which is of the success and the state of the work which is called the much importance not less than the viewpoint and the theory of the right administration and can be bought to be used in the organ of the analyzed education and in the way of applying the principle of the human relationship to the method of practicing according to the principles of the 4 Saṅgahavatthus in Buddhism. Thus, it is regarded as the most important matter which will cause one to know that the viewpoint about the administration of the organizations according to the 4 Principles of Saṅgahavatthus will be of the result to the practice of the work in the Royal Metropolitan Water Authority.

             From the integration in bringing the Principles of Saṅgahavatthus to be used in administrating the work of Metropolitan Waterworks Authority, it is found that 1. The administratos should be of the toleration, 2. The administratos should be of Piyavācā, to say the lovely words, 3. The administratos should have the principle of  Attha-Cariyā, the behavior usful to the general people, 4. The administratos should have the principle of Samānattatā:- to be of equal states to all the people. From bringing the principles of Kalyānamittas to be used in administrating the work, it is found that 1. The administratos should be the lovable person who is of Metta to the persons under his commanding, 2. The administratos should be the one who is full of the worldly wisdom, 3. The administratos should be of the excellent knowledge, 4. The administratos should be the one who knows how to speak and show in order to cause the other persons to understand, 5. The administratos should be the one ready to receive the consulting words, 6. The administratos should be the one who can explain the matters to cause the listeners to easily understand, 7. The administratos should be the one who practices the Dhammas.

             From the completion of Saṅgahavatthus and Kalyānamittas in administrating the work in Metropolitan Waterworks Authority, it is found that the 4 Saṅgahavatthus are the outer factors in administrating the work to be of success. On the other hard, the state of being a good friend is the inner factor for the administratos. So, the administration of the work about the ethics, if the principles of the 4 Saṅgahavatthus and the principles of Kalyānamittas support the administration of the Metropolitan Waterworks Authority, the Metropolitan Waterworks Authority will be the work unit which is of goodness and beauty on the sides of the work administration, the health to one another the benefitual words, the person establishment of oneself and the work unit which is of the persons who are of complete qualifications for bringing the happiness to the other peoples. So, the good friends are the primary factor for developing the life at every level.
