Abstract

                      This Dissertation is of three objectives :- 1. To study the states of the problems of the structure of the Secretariat of the House of Representative according to the Buddhist Principles.  2. To study the development of the Structure of the secretariat of the House of Representative according to the Buddhist principles.  3. To present the development of the Structure of the Secretariat of the House of Representatives according the Buddhist Principles.  The researcher has conducted the integration between the Documentary Research and the field Research by in-deep interviews and Brain Storming to collect the data.
 From the research, it is found as follows : -
1.     The states of the structure of the secretariat of the House of Representative according to the Buddhist Principles is not in compliance with the structure of Buddhist organization.  The structure of the secretariat of the House of Representative had the people to be leader and the officials has no high competencies the same as  Parisashas in the Dharmmas and the Vinayas.  The structure of the secretariat of the House of Representative haves many problems which compose of the law, the mission, especially the leader and the officials.
2.     The development of the structure of the Secretariat of the House of Representative according to the Buddhist Principles  was developed by the structure of Buddhism which is composed of the Dharmmas and the Vinayas and the members of the Buddhist Organizations  are  of  completely “high Competencies”.  The four Parisashas are of Bhikkhu, Bikkhuni, Upasakas, Upasikas.  They were of four competencies :- the learning , the practicing, the teaching  and the solving problem by the  Dhammas and the Vinayas by heart. They were called worker of the Dharmmas and the Vinayas  being of the Excellency. The practice of the Dharmmas are up to the well understanding of the Dharmmas and the taking care of Buddhism with the Dhammas. The Structure of the Buddhist Organization is of a small size with the Dhammas and the Vinayas in  the  Buddhist works.  The structure of the Secretariat of the House of Representative could be integrated from the Structure of  Buddhism
3.    The development of The Structure of the Secretariat of the House of Representative according to the Buddhist principles have to use the Law, the rule and the orders  to be the leaders which  are  clear  and  the  officials  have  to  apply  the  competencies  of  the  Buddhist  Parisashas  in  Tipitaka.
               The new paradigm from the  Buddhist structure has sustained the fact of which are the Simple structure.  The  Dhammas  and the Vinayas are the leader of the organizations. Four Buddhist Parisashas had competency from Tripitaka for a long time. The Structure of the Secretariat of the House of Representative has to be true when adapt from the Buddhist organization .
                Therefore, The Researcher wishes to present her opinion for the future to set up the structure of the secretariat of the House of Representative according to the Buddhist principles to be of the Simple Structure. The leaders and the officials will have to use the law, the rules, and the orders to lead and to work for the secretariat of the House of Representative and to develop the competencies of the officials in the Dharmmas and the Vinayas.  The practicers of the works can develop themselves in the new structure too.
