ABSTRACT
The objectives of the research were: 1) to study the generality and the problem of the people’s participation model in the administration of Provincial
Police Station in Nakhon Sawan Province, 2) to study the concept, theory and Buddha-Dhamma principle concerning the people’s participation model in the administration of Provincial Police Station in Nakhon Sawan Province, and 3) to present the model for the people’s participation in the administration of Provincial
Police Station in Nakhon Sawan Province.
The methodology was the Mixed Methods Research consisting of the qualitative research and the quantitative research. The qualitative research collected data from 23 key informants by In-Depth Interview and the Focus Group Discussions with 10 experts. The quantitative research collected data from 182 samples before the presentation in the public hearing.
The findings were as follows:
1. Overall, the generality and the problem of the people’s participation model in the administration of Provincial Police Station in Nakhon Sawan Province found that the people’s participation model in the administration of Provincial Police Station in Nakhon Sawan Province potential development for staff in local administrative organizations was in the middle level (= 2.61). When considering each aspect, it was found that Decision Making, Implementation, Benefits, and Evaluation were in the middle level.
2. The concept, theory and Buddha-Dhamma principle concerning the people’s participation model in the administration of Provincial Police Station in Nakhon Sawan Province was the people’s participation according to the concept of John M. Cohen and Norman T. Uphoff consisting of 4 aspects: Decision Making Implementation, Benefits, and Evaluation. Moreover, the administration of Provincial Police Station in the crime suppression, peace and order maintaining, narcotics suppression, traffic, public domain keeping, and the development of life quality integrated with the six Saraniyadhamma (states of conciliation): Metta-kayakamma (to be amiable in deed, openly and in private), Metta-vacikamma (to be amiable in word, openly and in private), Metta-manokamma (to be amiable in thought, openly and in private), Sadharana-bhogi (to share any lawful gains with virtuous fellows), Sila-samannata (to keep without blemish the rules of conduct along with one’s fellows, openly and in private), and Ditthi-samannata (to be endowed with right views along with one’s fellows, openly and in private).
3. The people’s participation model in the administration of Provincial Police Station in Nakhon Sawan Province should start at the integration of the six Saraniyadhamma: Metta-kayakamma, Metta-vacikamma, Metta-manokamma, Sadharana-bhogi, Sila-samannata, and Ditthi-samannata, and the 4 aspects of the participation: Decision Making Implementation, Benefits, and Evaluation through the process of the administration in the 6 aspects: the crime suppression, peace and order maintaining, narcotics suppression, traffic, public domain keeping, and the development of life quality. Provincial Police Station in Nakhon Sawan Province should brainstorm, set the activities, analyze problem and the choice in the crime suppression, listen to the others’ opinion, respect the rights together, and specify the working method. Everybody should help the social problems. These behaviors expressed in the participation of the people to make the safety in living of the people. Therefore, this model could apply the Buddha-Dhamma principle in the participation in the administration of Provincial Police Station in Nakhon Sawan Province efficiently to make the Synthesis model.
