ABSTRACT
Objectives of this research were to: 1. Analytically study problems, obstacles and administrative process of Civil Registration and Identification Card of Thai local administrative organization. 2. Analytically study competency of Civil Registration and Identification Card administration according to Buddhist integration of localadministrative organization and 3. Propose a Buddhist integrated model of Civil Registration and Identification Card administration of local administrative organization.
Methodology was the mixed methods between the qualitative research which was used as the principal method and supported by quantitative research.
The qualitative research collected data from 21 key informants, purposefully selected from experts. The tool for collecting data was the structured in-depth-interview, collecting data by face-to-face interviewing. Data were also collected from 10 participants in focus group discussion, purposefully selected. Data from both steps
were analyzed by descriptive interpretation. The quantitative research collected data from354 samples with questionnaires and analyzed with descriptive statistics; frequency, percentile, mean and standard deviation.
Findings were as follows:
1. Problems, obstacles and process of administration of Civil Registration
and ID card of the local administrative organization were that personnel were not enough for the job so they had to give service during the break hours. Civil Registration and ID cards are complicated and risky work, strictly attached to the laws. Otherwise it would cause many problems. The heart core of administration was efficiency and quality rendered for the satisfaction and happiness of people. There were public relations, determination of philosophy, policy and clear objectives, required positions in the organizations, administrators gave consultancy to subordinates, personnel were satisfied with technological system, laws, important rules and regulations that were necessary for the administration. The mean for these contexts was at high level with the average value at 3.77.
2. The competency to operate the Civil Registration and ID card administration
according to Buddhist integration was that the personnel’s service for people was quick and circumspect, able to operate the Civil Registration and ID cards the people in the areas accepted. Personnel were trustworthy, energetic, worked with mindfulness and wisdom. Administrators should initiate motif for personnel or subordinates. Administrators must have ethical virtues; loving-kindness, love. Sympathetic joy to subordinates. Personnel of local administrative organization applied Buddhadhamma such as Itthipata; Viriya, effort at 45.8 percent, planning for officials to develop themselves regularly so that they would be competent to handle the work of good service for the people was at high level. Jitta, attention was at 34.7 percent. Personnel lacked knowledge and comprehension and some groups did not dare make decision was at low level.
3. The proposed Buddhist integrated model of Civil Registration and Identification Card Administration of Local Administrative Organization was that the organization created the positive motif for personnel such as objectives, salaries, positions, welfares according to Maslow’s motivation theory. There should be the integration between Buddhadhamma and academics such as Chanta, aspiration, Viriya, effort, Jitta, attention,Vimamsa, examination in order to respond to the expectation of people quickly and correctly.
The samples’ opinions toward the Buddhist Integrated Model of Civil Registration and Identification Card Administration of Local Administrative Organization were at high level. That was to say the application of Itthipata 4 and people participation in planning policy and objectives of Civil Registration and ID card administration was satisfaction. Personnel were service minded. Organizing according to Itthipata 4 allowed continuous training of personnel in order to render the good, transparent, just and checkable. There was training in Civil Registration and ID cards toward professionalism with fine minds and activity to acknowledge those who had outstanding performance with rewards regularly. Directing according to Itthipata4 to respond the expectation of people by quick, impressive service. There was field service outside of the organizations, also study tour to the outstanding local administrative organization regularly. Coordinating according to Itthipa4; there was sufficient budget for the Civil Registration and ID cards service. Administrators dispatched information regularly through available communication channels and communication information technology which were well equipped as needed. Controlling according to Itthipata4; work support equipment and facilities were available in the organizations. Positions promotion was fair and just and checkable with pure minds. There were checking, monitoring and evaluating personnel in the operation of Civil Registration and ID cards service annually. There were some personnel who were not qualified and unable to make decision about the jobs for which they were responsible.
