Research methodology was a mixed method between the quantitative and the qualitative researches. The quantitative research collected data from 400 stratified samples. They were 127 from the management level, 127 from safety officers and 126 from operators, using Taro Yamane’s formula with the confidence level at 0.05. Data were collected by questionnaires with reliability level at 0.935. Statistics used to analyze the data were frequency, percentiles, mean and standard deviation. The qualitative research collected data from 20 key informants, purposefully selected from 4 groups of experts; 3 experts in the Buddhist principles, 9 experts from the government safety in work division and 8 experts from related government safety officers with structured in-depth-interview questions by face-to-face interviewing. Data were also collected from 12 participants in Focus Group Discussion. They were 1 monk, 3 management experts, 4 public safety experts, 2 from safety experts and 2 from operators. Data were analyzed by the descriptive interpretation.
Findings were as follows :
1) the general contexts and problems of safety in work management of the manufacturers in the three western provinces were of five sides; policy, organizing, planning and implementing, evaluating and operational improving.
2) The safety in work management according to Seven Sappurisadhamma,
the quality of good man, in the three Western Provinces was found that the administration
of the workplace as at good level, both in the safety management principles and the appropriate Buddhadhamma.
3) The safety in work management strategies of the manufacturers in the three Western Provinces consisted of 5 strategies as follows: Strategy 1, enhancing and protecting
the safety in work, consisting of 4 tactics as follows; (1) strengthening the promotion, protection and development of the effective safety in work management, (2) establishing main and supporting units to be responsible for safety in work management, (3) issuing a handbook of rules and regulations of safety in work management and (4) setting up and developing the effective monitoring and following-up systems for effective safety in work management. Strategy 2 Promoting and strengthening the safety in work networks, consisting of 3 tactics as follows; (1) promoting and supporting the safety in work networks. (2) strategic developing and strengthening safety in work networks. (3) coordinating the cooperation with safety in work networks. Strategy3 developing and generating the safety knowledge of safety in work consisting of 4 tactics as follows; (1) developing the personnel’s potentials and competency for safety in work, (2) creating and developing the safety in work knowledge, (3) exchanging the knowledge and experiences of the safety in work with internal and external manufacturers and (4) setting up the internal safety in work learning center. Strategy 4 developing the internal safety in work information communication system, consisting of 4 tactics as follows; (1) developing and promoting the use of information communication technology for the safety in work,
( 2) setting-up the integrated safety in work databases and networks. (3) setting-up and developing the personnel’s skill and capacity in information communication technology in safety in work, (4) promoting and developing the safety in work information communication services. Strategy 5 developing effective participatory mechanism for safety in work management, consisting of 5 tactics as follows; (1) setting up activities promoting the safety in work,
(2) developing effective driving mechanism to push the integrated safety in work movement,
(3) encouraging all related sectors to get involve in safety in work management, ( 4) developing the proactive public relations for safety in work promotion system and (5) establishing
an autonomous unit to be responsible for safety in work.
