Research methodology was a mixed method between the quantitative and the qualitative researches. The quantitative research collected data from 400 stratified samples They were 200 municipality workers and 200 general people who received the services. The confidence level of data was set at 0.05 by Taro Yamane’s method. Data were collected by questionnaires with reliability level at 0.0987. Statistics used to analyze the data were frequency, percentiles, mean and standard deviation.
Qualitative research, data were collected by In-Depth-Interview with 18 key informants, divided into 4 groups; 4 persons who knew the Buddhist principles, 8 persons from municipality. 3 persons who were experts from local government and another 3 persons from academicians. Data were also collected from 12 participants in Focus Group Discussion. They were 3 monks, 2 local government administrators, 2 public administration experts, 3 from administration experts and 2 from general people. Dada were analyzed by 6 C’s techniques.
Findings were as follows:
1) General settings of the local government was at the agricultural and industrial areas. The problems and impacts of the administration were found in five sides; budget administration, public service rendering, personnel management, educational administration and public health administration.
2) The local government administration according to Buddhist principles and 6 sided good governance and the Ten Royal virtues in the Upper Central Provinces was found that the administration of the local government was at very good level, both with the administration principles and the appropriate Buddhadhamma.
3) The good governance development strategy of the local government in the upper central Provinces was PIRAT Model as (1) P is for Participation. Personnel and people participations in administration, services, support, Personnel and people must have good governance to render services and have participation in checking the operation of the municipality. The administration based on the principles, the virtues and sacrificing must be practiced for the goal attainment.
(2) I is for Importance. The importance of the organizational culture in administration, services, and supporting the municipality personnel and people. Organizational culture is the heart of public service because the organization is very close to people. The expectation and the satisfaction of service renders and service receivers were to be checked regularly. The satisfaction measurement was very important to the public service. The service must be performed on the principles, virtues and sacrifices which were the most important to the organizational culture.
(3) R is for Responsibility, the administrative system responsibility. The administration, public services and supports were very important to the municipality and people. The municipality is the local organization that is responsible to the laws, to the people in the locality. The administration be be carried on by the principles, virtues, sacrifices and the participative responsibility between municipality personnel and people.
(4) A is for Authority. Operation according to the development strategy in administration, public services and supports. Municipality personnel had duty to operate according to the planned strategies. Power and authority of the municipality were to carry out the functions under the development strategy with the good governance for the clear direction. The effective service rendering, the quality of service development, the inter-relations between municipality personnel and people, the transforming strategies into the satisfactions of people must be performed based on the principles, virtues, and sacrifices according to the framework of the set strategies, and
(5) T is for Transparency. The transparency principles and social participation. In the administration, public services and supports, the municipality personnel transparency and social participation were the core factors of the municipality. Administrators, and personnel must be good governance minded. Transparency in administrative participation. All activities must be carried out in transparency. The administration, public service rendering and supports must be done in transparency and could be checked. Municipality personnel must practice the principles, virtues, and sacrifices so that administration of the local government could be transparent and effective.
