ABSTRACT
The objective of this research were : 1. to study the factors in decentralization to local administration of Thailand, 2.to study the Buddhist principles and theories concerning factors resulting to the success in decentralization to local administration, and 3.to present the factors resulting to the success in decentralization to local administration in the north-east of Thailand.
This research was the inter-disciplinary work combining quantitative and qualitative methods together. The samples used in the study were 490 people living in the area and interviewing with 35 experts from educational institutes, local administrative personnel, government officials, and share-holding groups.
The findings of the study were concluded as follows :
1. The opinion level of people towards the factors in decentralization to local administration of Thailand was high. The results varied from high to low in 1. Law, 2.State policy and politics, 3.Personnel and office appliances, and 4. Budget respectively. The successful decentralization to local administration of Thailand could depend on factors, such as law and regulations, politics and state policy, budget and finance, personnel, and office and appliances.
2. The Buddhist principle resulting to the success in decentralization to local administration of Thailand was AparihaniyaDhamma. This principle could make a progress for an individual and public because it was the responsibility to oneself and the others, and also the principle for leaders and state governors.
3. Beside the law, state policy and budget, the factor resulting to the success in decentralization to local administration in the north-east of Thailand was the good recall of the administrators. In general, legal enforcement and education were to make people understand their rights and duty, and at the same time, re duce vote selling and over-implemented authority.
