The Buddhism Integrated Strength Promotion Strategy for Administration of Royal Thai Police

Abstract

 Objectives of this research were 1) to study the conceptual and theoretical strategies and Buddhadhamma for human resource development of Royal Thai Police, 2) to analytically study the general contexts of human resource development of Royal Thai Police and 3) to propose the Buddhism Integrated Strength Promotion Strategy for Administration of Royal Thai Police

               The methodology of this research was the qualitative research  collecting data from 25 key informants, purposefully selected from experts.The tools used to collect data was structured in-depth-interview, collecting data by face-to-face interview.Data were also collected by focus group discussion with 12 participants. Data from both means were analyzed by descriptive interpretation.

               Findings were as follows:

1)     Conceptual and theoretical strategies and Buddhadhamma for human resource development of Royal Thai Police found that there was clear target setting, appropriate plan, active personnel, evaluation plan and success indicators. There were persons in charge at the organizational and unit levels, who were responsible for administration according to the good governance and Lokapaladhamma, conisisting   of Hiri, Moral shame and Ottappa, moral fear, for the organizational strength. Stakeholders and general public were satisfied with the services of Metropolitan Police Bureau that used Tisikkha to encourage police to  develop the good behavior (Sila,good conduct), to have kindness (Samadhi, concentration) and to have knowledge to solve peoples’ problems (Panya, wisdom).

As for the administrative process to encourage police to be satisfied with own careers and duty performance (Chandha, aspiration), to put the extra effort into duty performance, (Viriya,exertion), to perform duty with good attention, seriously undertake the task with full responsibility so that the task would meet the target, (Jitta, attention), to understand the process of work, and steps in duty performance to satisfy people with good performance (Vimangsa, approximation) and police officers to have high potentials in duty performance and have technical know-how to use Information Technology and being alert and careful (Sati, mindfulness), to have technological literacy,self and situational appropriate technological uses, beware of dangers that might happen to one-self, being able to create immunity for self protection, having know-how to prevent dangers that might come with computer-technology (Sampachanya, recollection).

2)    The general contexts of human resource development of Royal Thai Police found that the Bureau still have limitations in many areas, lacks of efficiencies because police officers were overloaded with functions to perform, orders to perform duties were not appropriate to certain areas. There were patronage system in the Bureau, check and evaluation were not seriously enforced and inefficient. As for the high duty performance and computerized technology uses, it was found that the job performance of the police officers at the Bureau still had weakness and treat, because the skill and competence in using computerized technologies were still not satisfied, still lacking the competency in using information communication technology, lacking personnel with skill to handle the computerized technology which was not efficient.

3)    The Buddhism integrated strength promotion strategy for the administration of the Royal Thai Police found that  (1) the administration according to the good governance was to develop the attitude rejecting the bad behavior and to suppress those who were not afraid of doing devils and to appraise the police of good conduct. (2) the satisfaction of stakeholders and people depended on the self-training in organizational communication, organizational culture and opening to the public hearing and (3) the effective administrative process  depended on the creation of police power and (4) the police officers had high  potential in job performance and used computerized technology to perform duties. The police personnel were capable  in using new technology for the administration. This depended on the officers were cleaver, mindful, changed crisis into the opportunity, knowing one-self, and cleaver in using technology.
