A Model for Promotion of Informal Employment Based on the Buddhist Principle

Abstract

 The objectives of this study were 1) to study the characteristics of promotion of informal employment by Theories of Employment and Buddhadhamma, 2) to study the problems and obstacles of the promotion of Informal employment and 3) to propose a model for promotion of informal employment based on the Buddhist principle.

Methodology was the mixed research; qualitative and quantitative, using qualitative method as the principal mean supported by quantitative research method. The qualitative research method, the data were collected by non-participatory observation, In-Depth- Interview and Focus Group Discussion with 34 key Informants and participants. 20 were from informal employment sector in Bangkok, 8 were the employers, 4 government officers, and 2 monks, purposefully selected. As for the quantitative research method, the data were collected by questionnaires with the reliable level at 0.96 and IOC value at 0.6 Statistics used for the data analysis were percentage, mean and standard deviation.
Findings were as follows:
1. The characteristics of promotion of informal employment were that the methods of employment were free styles, no official record, using verbal negotiation, daily employment, and unstable incomes.
2. The problems and obstacles of the promoting model of informal employment were that informal workers and employee were not used the standardized for skills. Wages were not standardized substandard up to negotiation, Law enforcement was not effective resulting the risks and lacking of workers’ right protection, working stability, insufficient incomes for living, due to there was not cooperation between the involved agencies and also due to the competition from unlawful foreign workers.
3. A Model for Promotion of Informal Employment Based on the Buddhist Principle.
Should be formed to plural sector promotion namely; the participation between various sector; state, employers and informal sector and Buddhist Organization. These sectors had to work together to resolve the problem and develop quality of informal sector. To have skill, social responsibility, morality employment, for various sector to promoting the quality of work life, wages and welfare, and habitats to kindliness for informal sector.
