Research methodology was the mixed method between the quantitative and qualitative methods using the quantitative research as the principal mean supported by the qualitative research. The quantitative research collected data from 309 samples from 1,324 populations according to Taro Yamane’s formula. Data were collected by questionnaires and analyzed by descriptive statistics; frequency, mean and standard deviation.

The qualitative research, 31 key informants were purposefully selected from experts; the president of Nontaburi Provincial Administrative Organization, high ranking monks, chairman and vice-chairman, secretary and members of the Provincial Administrative council. The tool to collect data was structured in-depth-interview, collecting data by face-to-face in-depth-interview, Data were also collected by Focus Group Discussion, by 9 participants. Data from both methods were analyzed by descriptive interpretation.

Findings were as follows:

1) The general context of administration followed the administrative functions by strategic planning, organizing, personnel managing, administration, monitoring, controlling and budgeting. The problems were meeting was not one time. Working was not planned ahead causing the confusing and overlapping others’ jobs. Budgeting, sometimes, exceeded the necessity. Some jobs were too complicated. The problems of the Province, the city expanded so rapidly due to the populations

increase. The areas became indented and crowded. There was the land change from agriculture to residential areas. The problem o communication, problems of public utilities, flood, water pollution, and garbage eradication. Therefore, the administration must be coincided with framework, strategic plan, organizing, monitoring, control, evaluation, by applying the appropriate Buddhadhamma so that the organization would become open-system with clear rules and regulations for the ease of operation in the future.

2) The appropriate Dhamma for Nontaburi Provincial Administrative Organization was Aparihaniyadhamma which were applied in every aspect of administration of the organization. This resulted in cooperative administration, conciliation, cooperation and teamwork, and could be applied in administration properly in staffing, coordinating and organizing inducing the synergy according to the objectives. Aparihaniyadhamm is the principle preventing the ruin. It is the principle for only the prosperity of any organizations. Nontaburi Provincial Administrative Organization applied this Dhamma Properly well.

3) The mean of administration according to Aparihaniyadhamma of Nontaburi Provincial Administrative Organization was that Aparihaniyadhamma is the mean for administration to create systematic working. Rules and orders could be implemented concretely for clearly objective attainment. However, components of administration especially strategic planning, organizing, personnel management, commanding, coordinating, monitoring, controlling and budgeting must be incorporated for the benefits for all and promoting the merit system, teamwork, unity, respecting elders, up-keeping the rightful rules, regulations and traditions of the organization, and sharing the highest benefits and great value from the sustainable, effective and efficient administration of Nontaburi Provincial Administrative Organization.
