This research has 3 objectives, namely: 1) to study the integration of concepts from personnel development theory with Buddhist principles in the development of personnel competencies by labor development institutes in the Upper Southern region; 2) to study both problematic and general conditions in the development of personnel competencies by labor development institutes in the Upper Southern region; and 3) to propose personnel development strategies according Buddhist principles for the labor development institutes in the Upper Southern region, using qualitative research methods to collect data from major contributors, with 28 participants selected to take part in a discussion group, and 15 participants selected to take part in interviews.
The results of the research showed that:
1) Integrating the concepts of personnel development theory with Buddhist principles in the development of personnel competencies by the labor development institutes in the Upper Southern region consists of 3 steps, the first step being to bring about changes in behavior, both physical and verbal, so as to be natural, appropriate and attractive in order to help reinforce greater reliability in the behavior of personnel in society; the second step being to adjust the psychological direction towards greater stability so that personnel are committed and serious in the performance of their functions, which helps strengthen their fundamental integrity and ethical behavior; and the third step being to change learning methods in the performance of work so as to continuously revise and improve performance through experience, for support and protection against future mistakes.

2) With regards to general and problematic conditions encountered by labor development institutes in the Upper Southern region in the development of personnel competencies, 3 large problems turn up, namely: 1) obstacles to good service; 2) problems of adhering to lawful and ethical behavior; and 3) problems of teamwork.
3) Until such time as employees and officials of the labor development institutes of the Upper Southern region (ISD 11) adhere solidly to ethical work standards to perform their duties competently (mental discipline) according to the requirements of the organization, further training performed as per the 2 aforementioned items can serve as a foundation to contribute to the enhancement of employee skill, intelligence, expertise and experience, and a learning process that enables the quick solution of problems as they crop up (training in higher wisdom).
As for suggestions, the researcher believes that the labor development institutes in the Upper South have behavior modification plans in service that do not yet meet the needs of their organizational mission. The plans should be modified to instill an ideal of solid and improved service to the basic goals in the leadership, administration and employees, and to strengthen the knowledge and integrity needed to work as a unified team. They should put in place a strategic plan of personnel competency development along Buddhist principles that is in line with fairness and ethical behavior: for example, a plan to foster ethics and accountability in civil servants to cultivate a better organization; a plan to build awareness and the spirit of leadership in administration and employees for a better State; and a plan to promote equality, impartiality and the equitable allocation of benefits within the group. The organization should define a strategy of personnel competency development in accordance with Buddhist principles of teamwork, such as plans to promote compliance with rules and regulations, agreements, and codes of conduct with strict discipline; plans to promote teamwork, unity and engagement in the organization; and plans that cultivate the understanding of information and lead to the practical application of experience in job performance. |
