This research is named “The application of buddhist peaceful means for
protestors controlling of metropolitan police bureau” Its objectives are specified in
the research 1) for study the general conditions of formations in Metropolitan Police
Bureau, 2) for study the concepts, theories, and principles of the Buddhist peace
ways of it and 3) for presenting the application to use the Buddhist peace ways to
control the riot. The type of research is the qualitative by collecting the
documentaries and the other researches. It is no doubt that the in-depth interview
has been done from the sample group of the people who gave the most important
information for twenty-five persons. Its tools are the semi-structural interview, indepth
interview and focus group with the ten experts for rechecking the documents.
Findings of study :
1. The general conditions about formations of this is found that it is
performed along the universal rules that have the standard strategy controlling the
riot under the regulations of Royal Thai Police office which proclaimed the practice
rules with the most important items consisting of 1) the rules in exercising the force
to control the riot by it and 2) the level of this in the Metropolitan Police Bureau.
2. Its principles of the Buddhist peace ways in the Metropolitan Police
Bureau. It is found that the systematical intention with the ten items is the best
practice and can be applied to control the riot. It consists of 1) the way of thinking of
finding the original reasons, 2) the way of separated thinking, 3) the way of thinking
and knowing the normality, 4) the way of thinking of problem resolution, 5) the way
of thinking of connection with whole system, 6) the way of thinking of benefits or
non-benefits and the good position, 7) the way of thinking of true or fake valuation,
8) the way of creative or positive thinking, 9) the way of the recent thinking, 10) the
way of analytical thinking.
3. Its application is found that the application of the systematical intention
to the enforcement law and its level of using the force to control the riot. It is
formation of the enforcement law and the Buddhist peace way:
3.1 The law of enforcement under the Buddhist peace way It is in the
systematical intention that is applied to the enforcement law to control the riot of
the Metropolitan Police Bureau. So it consists of 1) the separated thinking that is in
the first time non-violence if it can be done or it does not harm anyone, 2) the basic
thinking of the good or bad benefits if the force must be used, it is really necessary
to command, 3) the deeper thinking of the originated reasons for only enforce the
law, 4) the recycling thinking of contemplating the true rules that no any rules are
excepted for the wrong law, 5) the practical thinking of problem resolution that the
right reasons are presented to force in the law’s intention, 6) thinking of the
characteristic of nature is that it will be stopped at once when no any need of it, 7)
thinking of the true or fake valuations is that calamity or injury will not appear or if it
appears, it is at least level, 8) the creative or positive thinking is that it will be
contemplated the levels of enforcement under the law from the violence or the
danger in many different situations, 9) the recent thinking is that the officials or
police have to alert and realize to self-training in using the pluralist force, 10) thinking
of separating the parts of problem that the officials or police only realize in the nonviolence.
3.2 The level in using the enforcement under the Buddhist peace way
It is a way of systematically thinking and applied to the level in the enforcement to
control the riot of the Metropolitan Police Bureau. Absolutely, it consists of 1) the
analytical thinking of the protests by the law peacefully, 2) realizing the real situation
for command and controlling it, 3) making line up and tools to control it by thinking
of reasons or objectives, 4) moving to it by thinking and understanding of ways and
the objectives before controlling it, 5) using the sounds wave by understanding the
problems and exercising the force properly, 6) using the tear gas by thinking of the
least officials or police and canceling at once when no needing them, 7) arresting the
protesters by thinking of the least injury or lost, 8) spurting water by thinking of the
true or fake valuation and hoping the least injury or lost, 9) firing the blank bullets
with guns by contemplating the real situation, 10) firing the real bullets with gun by |
