The Methodology was the qualitative research collecting data by two steps, step one from the 18 key informants, purposively selected, with the structured in-depth-interview by face-to-face interviewing and from 8 participants in focus group discussion. Data from both steps were analyzed by descriptive interpretation

The Findings of this research were as follows:

1) The Sangha Administration at present is technology oriented with Buddhadhamma integration. The laws, rules and regulations orders and accords supported the Dhamma-Vinaya for Sangha Administration which is quite different from the past. That is to say the administration, education, dissemination, educational support, construction and renovation and public welfares are more clearly practical. The model, concepts and process of administration are more important factors affecting the efficiency and effectiveness of Sangha Administration. Therefore, those who would be the leaders of Sangha Order at the present time must have visions, knowledge, capacity and well behavior, accepted by Sangha Order, people in communities and Thai society.

2) The criteria of Sangha Administration: There are hierarchy of administration. The administrative levels governed the subordinates in the region. The regional level governed the whole regions. The abbots governed subordinates in the monasteries. The preceptors governed the ones they gave the ordinations to. The strategy of the 1st region Sangha Administration at present time has the appropriate laws, rules and regulation supporting the administration. There are clear empowerment to all levels in the regions. The administration is carried out by good traditions from the ancient time that are not conflict with Dhamma-Vinaya and laws of the country, based on the Buddgadhamma. The laws of Sangha Supreme Council, rules, regulations and Sangha Supreme Council resolution are the good tools to create the good relationship between monasteries, villages, government agencies. More importantly, there is Dhamma integration in Sangha Administration at all levels in line with laws, justice,based on knowledge, skills and capability.

3) The administrative strategy of the 1st region Sangha Administration was that the high ranking administrative monks had high knowledge, high capacity, education with bachelor degrees, communication skill and the administration was flexible according to the circumstances. The Sangha Administration was done by the rules of laws, emphasizing the use of Buddhist administration aiming at unity creation, government by parent-children techniques, the application of Sanggahavattu 4, Brammaviharadhamma 4 for self-governing, man governing and work governing. The strength of the 1st region Sangha Administration was that the administrative units were in city areas and near the higher educational institutes. There were more than a hundred Dhamma institutes that helped monks and novices pass the Dhamma and Pali examination at the high rate. There were more monks who remained in the monasteries during the Buddhist Lent. That was the internal strength and the administrative monks had high knowledge in administration, had good images that was accepted by general people.
