The objectives of this research were (1) tostudythe strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang Province, (2) to compare theopinion of the personnel towards the strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang, classified by the personal factors and (3) to study the problems, obstacles and suggestionsof the strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang Province. The research used mixed research Methodology both of quantitative research method. The sample consisted ofthe personnelof Sub-district Administrative Organization of Mueang Pan District Lampang Province, an amount 183 persons. The equipment used in collecting data was composed of the questionnaires with a confidence equal to 0.978 data analysis performed by a computer program for social science research used the following statistics such as: frequency, percentage, Standard Deviation,the t-test, f-test,One way ANOVA and Least Significant Difference:LSD. The qualitative method used in-depth interview with key informants by used the content analysis technique.
The research findings were as follows:
1) The strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang Province. Theoverall were in the middle level ( =3.48).When considered in each aspect, was found all aspects were on a middle-high level,with an average in descending order as follows:The evaluation ( = 3.52),the implementation of the strategic ( = 3.47), the determination ( = 3.46)
2) To compare opinion of the personnel towards the strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang, classified by the personal factors such as: gender, age, education and position were found that the Personnel to have different gender, age, education and position have the opinion towards the strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang, did not different, hypothesis were rejected.
3) The problems, obstacles and suggestions about the strategic of human resource management for Sub-district Administrative Organization of Mueang Pan District Lampang,found that:
The strategic determination of human resource management of Sub-district Administrative Organizationthe determining strategic plans has limitations on the personnel and budget aspects.Therefore the organizations should be budgeted in this field.Especially and recruitment the personnel to have knowledge and has expertise in strategic planningto analyze and determine the strategiesof agency that can the performance effectively.
The strategic implementation of the human resource management of Sub-district Administrative Organizationstill have problems in converting strategy into operation.Due to the lack of personnel with specific expertise knowledgein strategies Implementation into action the organization should be recruitment the personnel to have expertise in strategic planning to join working with organizationin to bring the organization's strategy into practice is not a problems and quality.
The strategic evaluation of the human resource management of Sub-district Administrative Organizationstill insufficient the supervision and evaluation regularlymaking it impossible to know the really problems and obstaclesinpractical.Therefore, the agency should have a strategies evaluation applied to achieve improvements and changes of strategies planaccording to reality of the organization.
